(Structure–Identity–Institution, S–I–I)
Abstract
This study examines the Dokdo dispute not as a simple question of territorial title but as a structurally embedded conflict shaped by the evolving strategic environment in Northeast Asia. Integrating realist, liberal, and constructivist perspectives, the study proposes the Structure–Identity–Institution (S–I–I) model to explain the mechanisms through which strategic pressures, identity-based narratives, and institutional voids interact to reinforce the persistence of the dispute. The analysis shows that Dokdo has become a symbolically non-negotiable territory as its geopolitical value increases, national identity discourses in both Korea and Japan intensify, and institutional avenues for negotiation, mediation, or judicial settlement remain blocked. This self-reinforcing cycle explains the dispute’s durability and recurrent escalation. The study argues that long-term and stable conflict management, rather than absolute resolution, represents a more realistic policy approach, and proposes measures such as strengthening effective control, legitimacy-oriented public diplomacy, functional and non-political cooperation mechanisms, identity narrative balancing, and crisis management protocols. Limitations include the insufficient incorporation of domestic political dynamics, the role of non-state actors, and micro-level conditions for institutionalization. Future research should combine quantitative analysis and comparative case studies to further validate sustainable management strategies for the Dokdo dispute.
