본 논문은 체제전환국과 남한의 주택 관리 사례 연구를 통해, 통일 이후 북한지역의 주택 관리 방안을 연구하였다. 향후 우리가 원하는 방식의 평화통일이 된다면 급진적인 통일 시에는 한시적으로 주거이동 자유를 제한함으로써경제․사회의 혼란을 막고, 주택관리 측면에서는 인구주택노동총조사를 실시하여 주민과 주택을 관리하는 기초자료로활용할 필요가 있다(1단계). 점진적인 통일 시에는 총조사와 주택 관리 항목(1단계)을 수집하고, 북한 일부지역에주택 관리를 실험적으로 운영하고(2단계), 신규주택 및 공공주택 건설 및 유지보수를 본격화(3단계)하여, 남북한사회경제통합 본격화(4단계)를 추진하는 것이 필요하다. 이를 위해 각 단계별 정책목표와 예상 사유화율을 제시하였다. 다만, 현재 북한과 직접 협력하기 어려운 상황이므로 남북한 현황을 고려한 북한 주택관리체계 구축과 통일대비종합적 업무 구상을 위한 협업체계를 마련하는 것을 제안하였다.
Abstract
Through the case studies of transition countries and the housing policy in South Korea, this paper studies the methods of housing management in North Korea after reunification. Given the peaceful reunification of two Koreas we desire, in the event of radical reunification, it is necessary to restrict the freedom of movement and residence temporarily in order to prevent economic and social confusion, and to conduct the population, housing and labor census to be used as basic data for housing management. In the event of gradual reunification, it is necessary to conduct a census and collect data on housing management (stage 1), to carry out the test operation of housing management in some parts of North Korea (stage 2), to construct and maintain new housing and public housing in earnest (stage 3), and to implement the full-scale social and economic integration of two Koreas (stage 4). To this end, policy goals and expected privatization ratios are presented for the respective stages. However, since it is difficult to cooperate directly with North Korea at the moment, it is suggested that the North Korean housing management system should be constructed considering the status of North and South Korea, and cooperation system should be devised for a comprehensive work plan in preparation for reunification.
