본 논문은 복점 모형 분석을 통해 배출권 거래제에서 무상할당방식에 따른 기업의배출저감 유인과 산출물 시장 결과을 살펴본다. 배출권제도의 도입은 오염배출량을 줄이고 효율적인 기업의 시장점유율(생산비율)을 증가시킨다는 점에서는 긍정적인 효과가 있지만 산출물시장에서 총생산량을 감소시켜 배분적 비효율을 증가시킨다는 점에서는 부정적인 효과도 있다. 그랜드파더링 방식과 벤치마킹 방식하에서 기업들의 배출저감 유인과 산출물 시장 결과를 비교한 결과, 벤치마킹 방식하에서 상대적으로 오염배출량이 더 적고, 효율적인 기업의 시장점유율이 더 높으며, 산출물 시장의 총생산량이 더 낮은 것으로 나타났다.
Abstract
This paper studies the incentives of firms for reducing emissions and their impact on market outcomes in a duopoly market under the two emission permit allocation rules: grandfathering and benchmarking. An emission permit system has advantages in that it induces the firms to reduce emissions and increases the market share of the more efficient firm, but it also has a disadvantage in that it exacerbates allocative inefficiency in product market by reducing aggregate output. We find that under benchmarking rule, emissions are lower, and the market share of the more efficient firm is higher, but aggregate output is lower.
