본 연구는 국제산업연관자료를 이용해 한국 철강수출을 부가가치 기준으로 분해하고 타 제조업과 비교해 글로벌 가치사슬(GVC) 관점에서 철강산업의 무역구조를 분석했다. 이는 총량 기준의 전통적 무역 분석이 갖는 중간재 무역의 중복계상(doublecounting) 의한계를넘어부가가치기준의국제분업생산구조에대한이해를넓히는데기여했다. 또한주요철강교역강국과부가가치기준의교역을비교해 글로벌가치사슬참여 정도를측정하고, 선진국주도의철강재교역구조가동북아를중심으로재편되는과정에서 한국 철강산업의 글로벌 가치사슬 변화를 네트워크 분석 기법을 활용해 시각적으로 확인했다. 분석 결과 한국 철강산업은 글로벌 가치사슬 참여를 통해 수출의 양적 성장과 산업구조의 고도화라는 성과를 거두었다. 또한, 최근 세계 교역여건 악화로가치사슬이 약화되고 중간재 교역이 감소하고 있어 정부의 무역 정책 측면에서의 대응이 필요함을 시사한다.
Abstract
The analysis measures trade in value-added terms of the Korean steel industry and decomposes value-added exports based on the world input-output database. This is the first of its kind to measure Korean steel trade applying for the perspective of value-added trade. In addition, it compares the value-added trade of Korea and other countries to examine their GVC participation and elevates its utility by visualizing the expansion of GVC using the prevailing network analysis methodology. The analysis result shows that Korea steel sector successfully participated in GVC for past years. But, much of continuing worsening trading condition is keyed recent weakness of GVCs in Korea steel sector.
