본 연구는 2015년 12월에 발효된 한ㆍ중 FTA가 한국의 대중국 수입에 미친 영향과중간재 수입 활성화를 통한 국내 생산성, 고용 등 경제적 성과에 미친 영향을 실증적으로 분석하였다. 2013년부터 2018년 동안의 HS 10단위 및 KSIC 5단위 기준의 상세데이터를 활용하여 한국의 대중 수입에 대한 FTA의 경제적 성과를 분석한 결과, 첫째한ㆍ중 FTA는 전반적으로 한국의 대중국 수입액 증가에 긍정적인 영향을 주었으나 수입품목 수 증가에는 별다른 영향을 주지 않은 것으로 나타났다. 둘째, 한ㆍ중 FTA로인한 수입 증가는 주로 중간재에서 현저하게 나타났는데, 이는 한ㆍ미 FTA가 자본재를, 기타 FTA가 소비재를 중심으로 증가한 것과는 다른 특징이라 할 수 있다. 셋째, 한ㆍ중 FTA는 중간재 수입 활성화라는 경로를 통해 한국 내 산업의 생산성, 고용 등경제적 실적 향상에는 별다른 영향을 미치지 않은 것으로 나타났다. 이는 중간재 수입활성화의 경로로 국내 산업의 경제적 성과에 긍정적인 영향을 주었던 한ㆍ미 FTA와기타 FTA와는 다른 특징이라 할 수 있다.
Abstract
This study empirically investigates the impact of the Korea-China FTA on sector-level productivity and employment in Korea, with a specific focus on the role of intermediate goods imports. Using detailed imports data at HS ten-digit and KSCI five-digit levels from 2013 to 2018, we find the followings. Firstly, the Korea-China FTA positively influenced the overall increase in imports from China. However, it did not have a significant effect on the diversification of imported products. Secondly, the rise in imports due to the trade liberalization induced by the Korea-China FTA was predominantly driven by the increase in intermediate goods imports. This distinguishes it from the Korea-U.S. FTA, which imports of capital goods played a central role, and other FTAs that relied heavily on consumer goods. Finally, the Korea-China FTA did not significantly contribute to the enhancement of economic performance in Korea through the channel of facilitating intermediate goods imports unlike other FTAs including the Korea-U.S. FTA.
