Abstract
The state and local government propose many plans and strategies are underpinned by visions. This article critically examines the vision developed within Kim Bum-il's Tae-gu city mayor in terms of qualitative discourse analysis. By analysing on Kim's texts composed inaugural speech and the draft of speech, it may help for other local governments to establish the vision for change towards better society. This shed lights on the values of the vision, six elements of the city visionindustry-based on knowledge, global city, cultural art city, worming welfare city, educational special city- and the view of citizen from the method of discourse analysis based on three core concepts of basic discourse, dominant discourse and oppositional discourse. This article may help for policy-makers and social practitioners to learn lessons about what are values and principles needed in shifting from the vision of reflecting principles of neo-liberalism to the vision of beyond it.
