지방자치단체의 전략적 비전에 대한 내용분석

초록

본 연구에서는 지방자치단체들이 전략적 방향으로 제시하고 있는 비전(vision)을 어휘를 중심으로 내용분석을 실시하였다. 분석은 민선 2기, 3기, 4기에 대한 시기별 및 광역, 구, 시, 군 자치단체별로 실시하였다. 분석은 전략적 기획 이론에서 바람직한 비전의 조건으로 제시하고 있는 비전의 구조, 독창성과 차별성, 시관, 일관성 및 내용을 중심으로 이루어졌다. 분석의 결과 대부분의 지방자치단체들이 제시하고 있는 슬로건 형태의 비전은 독창성, 차별성이 결여 되어 있고, 단기적인 시관, 자치단체의 중장기발전계획 및 전략적 목적과 일관성이 결여되어 있음을 발견하였다. 비전은 미래에 대한 바람직한 모습을 제시하기보다는 전략의 개념으로 계획, 유형, 지위 등의 의미로 표현되는 것이 많았다. 시기별로는 지역, 도시와 같은 공간적인 측면보다는 사람을 강조하는 방향으로 변화되고 있음을 보여주고 있다. 광역, 구, 시, 군의 유형별로는 강조하는 우선순위에 있어서 차이점이 있지만 뚜렷하게 일관된 차이를 찾기는 어려웠다. 마지막으로 본 연구에서는 분석 결과를 바탕으로 지방자치단체의 비전에 대한 개선점을 제시하였다.

Abstract

The majority of local governments has visions or long term goals to guide their operation and to meet the images of the future. This study analyzed the lexeme of the vision statement of local governments. The analysis compared three periods(2nd, 3rd, 4th. period of popular election) and four local government levels(Metropolitan City/Do, Gu, Si and Gun) in terms of vision structure, originality, consistency, time perspective and contents. The analysis revealed that the visions of the local government did not adequately meet the desired criteria, particularly originality and consistency. The vision statement was expressed only in slogan type. The vision contents showed that the focus changed from spatial orientations(region, city) to human. The 'vision' term was used to the means of strategy(planning, pattern, position) rather than the visual image of future. Finally, this research discovered the necessity for the participatory strategic planning, vision making and the appropriate application of the terms relating to strategic direction.
