세계기아지수를 활용한 북한의 지역 간 불평등의 변화

초록

이 연구는 북한의 지역별 불평등의 양상과 변화 추이를 살피는 데 목적이 있다. 기존 연구에서 북한이탈주민의 구술에 의존해왔던 것과 달리, 본 연구는 양적 자료를 통해 북한의 지역별 불평등 양상 및 추이를 객관적으로 살펴보고자 한다. 구체적으로 세계기아지수(GHI: Global Hunger Index) 산출 공식에 기초하여 북한의 영양 결핍 인구 비중, 성장 부전(stunting) 영유아 비율, 영양 저체중(wasting) 영유아 비율, 영유아 사망률이라는 4개 지표로 기아 수준을 측정한 후, 공간분석(Spatial analysis)의 입지계수(Location Quotients)와 지니계수 분석을 시도한다. 분석 결과, 첫째, 전반적인 경향성을 볼 때, 고난의 행군 이후 2000년대부터 북한의 기아 문제가 완화되고 있는 추세이다. 둘째, 지니계수의 변화를 볼 때, 북한의 지역별 기아 불평등도 전반적으로 완화되는 추세이다. 셋째, 입지계수를 기준으로 지역별 변화 양상을 살펴보면, 그 개선 효과는 지역별로 차등적이다. 평양과 북동 지역 간 격차를 볼 때, 지역 간 불평등 완화를 위한 전국적 차원의 사회복지 전달체계의 회복이 요청되며, 남북 및 국제 사회의 교류와 협력을 확대할 필요가 있다.

Abstract

The purpose of this study is to examine the pattern of regional inequality in North Korea and its change. Unlike previous studies that have relied on the oral statements of North Korean defectors, this study aims to objectively examine the patterns and trends of regional inequality in North Korea through quantitative data. Specifically, based on the formula for calculatinfg the Global Hunger Index (GHI), the level of hunger in North Korea is calculated using four indicators: the rate of the malnutrition, the stunting, the wasting and the mortality of infants. After measuring, try to analyze Location Quotients of Spatial analysis and Gini coefficient. As a result of the analysis, first, looking at the overall trend, since the 2000s after the Arduous March, the hunger problem in North Korea has been easing. Second, looking at the changes in the Gini coefficient, hunger inequality by region in North Korea is also on an overall trend of easing. Third, if we look at the regional changes based on the location coefficient, the improvement effect is different for each region. Given the gap between Pyongyang and the Northeast region, it is required to restore the national social welfare delivery system to alleviate regional inequality, and it is necessary to expand exchanges and cooperation between South and North Korea and the international community.
