대구경북 상생협력사업의 가중 평가기준 도출과 정책적 함의

대구와 경북이 광역지방자치단체 차원의 자발적 상생협력을 도모한 이래, 협력사업의 효과적 추진을 위해 사업의 우선순위를 결정할 수 있는 평가기준 마련의 필요성이 지속적으로 제기되어 왔다. 본 연구는 이러한 배경 하에 AHP 기법을 활용하여 대구경북의 특수성에 부합하는 11개의 평가기준과 각각의 가중치를 도출하였다. 평가기준 중 ‘신성장동력 창출 기여도’가 전체적으로 15.90% 비중을 차지하면서 가중치가 가장 높았으며, ‘갈등유발정도’, ‘비일회성’, ‘사업의 구체성’은 가중치가 낮게 나타났다. 이러한 가중치의 비교를 통해 얻을 수 있는 정책적 함의는 대구경북 상생협력은 우선적으로 지역 경제활성화에 주력하며, 지역 간 갈등 심화, 관련 제도 미비 등 현실적인 문제가 우려되더라도 지역경제 활성화에 도움이 된다면 그러한 협력사업은 우선적으로 추진될 필요가 있다는 점이다.
Abstract
Since the metropolitan city DaeGu and the province GyeongBuk voluntarily have tried to cooperate each other on the provincial level, the need to establish criteria to determine the priority of projects for the promotion of effective cooperation has been raised continuously. This study derived 11 evaluation criteria and their respective weights which meet the peculiarities of DaeGu and GyeongBuk by using the AHP. Among the criteria, ‘contribution to new growth’ has, entirely accounted, the highest weight of 15.90%, while ‘conflict-inducing’, ‘one-off’, ‘concreteness of projects’ are low weighted. The policy implications that can be obtained through the comparison of weights is, the mutual cooperation is primarily focused on the local economy, and even if it would be afraid in terms of Intensifying inter-regional conflict, the relevant institutions lack and so on, such projects contributive to the local economy should be preferentially promoted.
