본 연구는 프랑코포니국제기구(OIF)의 평화 구축 전략을 공생적 현실주의(symbiotic realism)의 관점에서 분석한다. OIF는 언어 공동체를 기반으로 정치·경제 협력을 강화하고, 문화 외교를 통해 평화를 추구하는 국제 제도로서 문화와 언어를 매개로 한 독자적 평화 담론을 전개한다. 공생적 현실주의는 국가와 비국가 행위자 간 상호의존을 전제로, 경쟁보다 공존과 협력을 통해 안정적 국제질서를모색하는 새로운 현실주의 이론이다. 본 연구는 OIF의 제도적 구조와 운영 방식속에서 다원적 행위자 인식, 복합 안보 개념, 문명 간 관용의 중시가 이러한 공생적현실주의의 핵심 요소와 긴밀히 상응함을 규명한다. 이를 통해 OIF가 단순한 언어협력체를 넘어 문화적 정체성과 상호의존적 연대를 매개로 한 평화 구축 플랫폼으로 기능하고 있음을 제시한다. 나아가 OIF 사례 분석을 통해 서구 중심 평화 이론의 한계를 비판적으로 성찰하고, 문화적 상호의존성과 다원적 행위자 기반의 새로운 평화 모델을 탐색한다.
Abstract
This study analyzes the Francophonie’s peacebuilding approach through the analytical lens of Symbiotic Realism. It examines how the organization's institutional architecture and normative agenda both challenge and complement existing peace theories, including Liberal Peace, Realism, Constructivism, Postcolonial Peace, and Post-Liberal Peace. By promoting linguistic solidarity and cultural diplomacy, the Francophonie has facilitated political stabilization, post-conflict recovery, and regional collaboration, particularly in postcolonial societies. The analysis reveals strong theoretical alignment between the Francophonie’s operational principles and Symbiotic Realism— especially in the recognition of pluralistic actors, the emphasis on multidimensional security, and the pursuit of intercivilizational harmony. However, the study also addresses critical scholarship that views the Francophonie as a mechanism of neo-imperial influence, thereby highlighting the contradictions embedded in its peace-oriented mission. Integrating contemporary theoretical discourse with empirical insights, this article repositions the Francophonie as more than a regional institution: it proposes it as a globally relevant, non-Western peacebuilding model. In particular, it considers the potential applicability of such a framework to the Korean Peninsula, where enduring linguistic and cultural commonalities exist despite entrenched political division.
