본 연구는 탈냉전기 국제관계에서 정체성 정치의 구조와 동학을 살펴보고, 북한문제 등 대안적 국제안보에 줄 수 있는 시사점을 도출하는데 목적이 있다. 구성주의는 정체성과 같은 문화적 변수를 독립변수로 부각시키고 있다. 정체성 정치는 대내적 동일시 작업과 대외적 구별짓기로 요약할 수 있는데, 국제관계에서 경계와 배제의 논리에 입각하여 주권국가의 불완전성을 만회하는 역할을 한다. 국가권력에 의한 정체성 정치는 개인 및 집단의 정체성을 억압하고 대외적 위협을 의도적으로 재생산한다. 정체성 정치는 무정부하에서 국가이익을 추구하는 하나의 형태로 볼 수 있지만 국가, 군사안보, 남성 중심의 전통적 안보논의와 질적인 차별성을 보이지 않고 있다. 이는 정체성 정치가 권력정치와 배타적이지 않다는 점에서도 확인되고 있다. 따라서 포괄적 인간안보를 모색하기 위해서는 정체성 정치를 약화시킬 수 있는 소통 합리성과 민주적 글로벌 정치가 요구되고 있다. 같은 맥락에서 ‘북한문제’의 해결도 당사국간 정체성 정치의 지양을 필요로 한다. 이를 위해서는 안보 범주의 확대와 다양한 외교적 접근이 요망된다고 하겠다.
Abstract
This study examines the structure and dynamics of identity politics in Post-Cold War international relations and tries to find some implications for alternative international security. Constructivist approach considers identity as an independent variable in international relations theory. Identity politics, which can be summarized to the identification in domestic and differentiation abroad, retrieves the imperfection of national sovereignty based on boundary and exclusion. And, identity politics which is conducted by political power oppresses individual and group identities, and reproduces external threats intentionally. While identity politics is said to be a different form from power politics in pursuit of state interests in anarchy, it is the same with traditional security discourse concentrated to the state, military issues, and muscularity. This means that identity politics is not distinguished from power politics qualitatively. Therefore, communicative rationality and democratic global politics are required to weaken identity politics and, ultimately, to build comprehensive human security. In this vein, also in ‘North Korean problem,' it is necessary to enlarge the category of security and to diversify diplomatic approach.
