협동조합 사이의 협동 분류와 발전요인 분석을 위한 탐색적 연구

초록

협동조합 기본법 제정 이후 지난 10년간 협동조합 정책과 성과에 관한 여러 연구가 수행되었는데, 공통으로 협동조합의 규모화를 위한 방안으로 개별 조합의 규모화보다는, 협동조합 간의 연대, 연합회 형성을 통한 규모화를 제안하고 있다. 그러나 그 제안들은 협동조합 간의 연대 방안을 구체적으로 제시하지는 않았다. 이 연구는 협동조합 간 연대의 다양한 방식과 결합의 수준을 분류하고, 연대의 수준이 발전하는데 필요한 요인들을 사례연구를 통하여 탐색해 보고자 한다. 이를 위해 3곳의 2차 조직을 대상으로 사례연구를 수행하였고, 협동조합 사이의 협동을 분류하기 위한 척도로서 협동의 목적, 사업의 영역 및 조정 메커니즘 등을 제시하고, 그에 따른 활동의 종류와 2차 조직의 형태를 제시한다. 협동조합 간 연대가 발전하기 위한 요인들로써 조합원 리더 그룹과 전문 경영 자원의 양립과 육성, 협동조합이 접근할 수 있는 금융 자원의 발굴 등을 제시하였다

Abstract

In the 10 years since the enactment of the Framework Act on Cooperatives, several studies on cooperative policies and performance have been conducted. The studies suggest scaling up through cooperation between cooperatives, such as forming federations, rather than through mergers. However, the proposals do not suggest ways of solidarity among cooperatives. This study aims to classify the various factors and levels of solidarity among cooperatives, and to explore those factors through case studies. To this end, three case studies was conducted. Through these case studies, we suggest criteria for classifying types of cooperation among cooperatives by purpose of cooperation, business area, and coordination mechanism. Then we classify the types of activities and the form of the secondary organization by these criteria. In conclusion, the compatibility of member leader groups and professional management resources, and financial resources accessible to cooperatives were suggested as factors for the development of solidarity among cooperatives
