중소기업협동조합 활성화를 위한 정책과제: 협동조합 간 협력 방안을 중심으로

초록

‘중소기업협동조합’은 중소기업 간 조직화를 통해 중소기업들의 협력 규모를 키워 중소기업 경쟁력을 높이기 위한 조직이다. 본 연구는 중소기업협동조합 활성화 계획을 기업 간 협력 이론의 관점에서 분석하고, 향후에 보완되어야 할 분야를 탐색하는 것을 목적으로 한다. 정부는 「중소기업협동조합법」을 개정하여, 2016년 이래로 3개년마다 ‘중소기업협동조합 기본계획 수립’을 법제화하여 중기협 활성화 방안을 마련하고 있다. 기업 간 협력 이론의 관점에서 1, 2, 3차 계획은 중기협을 통한 중소기업들의 협력을 장려하기 위해 공동사업 활성화를 통한 중소기업의 거래비용 감소, 네트워크 역할을 통한 외부정보 유입과 확산, 건전성과 투명성 제고 및 신뢰 증진, 교육과 전문인력을 통한 복잡한 경험과 지식 공유, 공동 R&D와 같이 상보적이고 상호의존적 자원 생성으로 더 높고 지속적인 협력관계 구축 등을 특징으로 하고 있다. 본 논문에서는 법적 근거에 따라 (중기협이 아닌) ‘다른 협동조합과의 협력 방안’이 제3차 계획에 적시되지 않고 있어, 향후 계획(안)에는 이를 보완할 필요성을 제언하고 있다. ‘다른 협동조합과의 협력 방안’을 통해 중기협은 필요자원, 정보, 기술 등을 탐색 및 이용에 도움이 될 수 있고, 지역 내 사회적 자본과 중기협을 포함한 협동조합들의 성과를 높일 수 있을 것이다. 제언한 주요 정책과제로 1) 협동조합 지원사업 간 연계를 통한 협력 활성화, 2) 지역 기반 협동조합 간 협력 활성화, 3) 중앙회 지역 본부를 통한 협동조합 인큐베이팅 및 협력 활성화이다.

Abstract

Small and medium-sized enterprise cooperatives (SME cooperatives) are an alternative to scale up SMEs by establishing a collaborative organization among SMEs in order to enhance their competitiveness. This study aims to analyze the Basic Plan for SME coopertives in terms of cooperation between enterprises and to find areas that should be supplemented in the next plan. The government has amended the 「Small and Medium Business Cooperatives Act」 and enacted the 「Establishment of the Basic Plan for Small and Medium Business Cooperatives」 every three years since 2016 to seek ways to revitalize SME cooperatives. In the light of theories of cooperation between enterprises, the plans are characterized by the reduction of SMEs’ transaction costs by revitalizing their joint businesses, the inflow and spread of external information through the role of networking, enhancing their financial quality, transparency and trust, sharing complex experience and knowledge through education and experts, and building better and lasting cooperation by generating complimentary and interdependent resources such as joint R&D. ‘Cooperation with the other cooperatives’ is not specified in the 3rd plan according to the legal basis, so the need to supplement this is suggested for future plans in this paper. Cooperation with other cooperatives helps SME cooperatives search for necessary resources, information, skills and so on, and makes social capital in local communities and increases the performance of cooperatives, including SME cooperatives. The suggested policy drafts related to ‘cooperation plan between SME cooperatives and the other cooperatives’ include: 1) vitalization of cooperation through the link between cooperative support projects, 2) activation of cooperation between regional-based cooperatives, and 3) cooperative incubation and cooperation activation through the regional headquarters of the Federation of Small and Medium Business Cooperatives.
