Abstract

Aims of this study are represented twofold; first examining a pioneering role of Wonju cooperative movement process in the stream of Korean cooperative movements, secondly investigating Council of Wonju Cooperative Movements(CWCM), which is the first Korea’s solidarity combining heterogeneous cooperatives and community organizations and copes with community issues. By means of investigation, promising conditions of solidarity and desirable directions for development are sought. CWCM's forming history is briefly revisited and questionnaire surveys are carried out. Under the spiritual umbrella of Jang Il Sun’s 'Thoughts For Life Loving', CWCM has been founded and developed easily even if it were composed of heterogeneous parties. Through the joint work with cooperatives and organizations, it was able to deal with several issues concerning community such as enacting regulations, direct transactions of agricultural products, school meal services, and environmental protection. Staff members evaluate positively democratic management and contribution to the community atmosphere of the council, however they show negative opinions on the joint performance with member bodies and effectiveness in managing. Also the degree of staff participation in the council activities is assessed relatively low. The lack of knowledge about the council’s concrete activities and goals as well as absence of visible roles of staffs in the council are considered as reasons of negative evaluation. Actively motivating members through education, sharing informations, and dividing roles inside the council are going to contribute to the solutions.
