최근 신용대출 비중의 하락, 비조합원이용 증대, 공동유대범위의 확대 필요성 등에 직면한 신협의 정체성을 재정립할 필요성이 높아지고 있다. 본 논문은 이러한 문제들은 최근 신협이 직면하고 있는 환경 및 시대적 과제가 변화함에 따라 불가피하게 발생하는 현상이고 새로운 시대적 과제를 해결하는 방향으로 미션을 재정립할 필요성이 있다는 점을 제기한다. 신협의 핵심적 정체성은 예금자와 대출자에 의한 신협 소유와 더불어 금융서비스의 사회적 목적성이다. 본 연구는 최근에 이러한 사회적 목적성의 내용이 크게 변화함에 따라 미션이 재설정될 필요가 있고 운영전략도 재정립될 필요가 있다는 점을 제기하였다. 본 연구는 결론적으로 사회적 가치를 증진하는 신협과 여전히 잔존하는 금융배제계층 문제 해결에 기여하는 신협 등 신협 미션을 다양화하고 이에 따라 네트워크 내 회원신협의 다양성을 추구할 필요가 있으며, 정부의 신협 정책도 이에 맞추어 혁신될 필요가 있다는 점을 제시하였다.
Abstract
With a recent decline in the share of credit loans, an increase in the use of non-union members, and a requirement to expand the border of joint bonds, the Korean credit union’s need to redefine its identity is growing. This paper raises that these problems are inevitable as the challenges of the times faced by the credit union have changed recently, and that missions need to be redefined in the direction of solving new challenges. The core identity of the credit union is the social purpose of financial services along with the ownership of the credit union by depositors and borrowers. As the content of these social objectives has lately altered dramatically, this study highlights the need to reset the mission and re-establish the related operating principles. In conclusion, this study suggests that it is necessary to diversify the missions of credit unions in the network, such as credit unions that promote social value and credit unions that help to meet the financial needs of the financially excluded.
