초록

이 글은 유럽협동조합은행이 은행그룹으로 전환한 것이 협동조합으로서 차별성을 강화하는데 어떠한 의미를 가지는지 검토하고 한국신협의 진로를 제시하는 것을 목적으로 한다. 이 글은 유럽협동조합은행은 은행그룹으로의 전환함으로써 차별성을 제고하지 못하였을 뿐 아니라, 새로운 유형의 사회적 금융기관의 탄생을 촉진하였다고 주장한다. 우리나라의 신협은 농협상호금융을 본받아 협동조합은행그룹으로 나아가려는 의지를 가지고 있는 것으로 보인다. 그러나 그러한 전환이 개별조합의 경쟁력을 강화시키는데 기여하지 못할 뿐 아니라 공신력을 제고하는 데에도 특별한 기여를 하지 못할 것이다. 그러한 점에 비추어 볼 때 다른 금융기관과의 차별성을 강화하는 방향으로 나아가는 것이 자신뿐 아니라 사회적으로도 바람직해 보인다.

Abstract

The purpose of this paper is to examine whether the evolution of cooperative banks to cooperative banking groups in Europe has strengthened their identity and to suggest the future path Korean credit unions should take. This paper argues that the above evolution has failed to improve the banks’ identity as cooperatives and has opened the door to the emergence of a new kind of social bank. It seems that, following the lead of Korean agricultural cooperatives, Korean credit unions want to become a credit union financial group. But such a transformation is unlikely to contribute to improving their competitiveness and heightening public confidence. On that basis, it would be better for themselves and more desirable for society if credit unions could step forward and clarify what distinguishes them from other financial companies.
