最近テレビ、新聞、インターネット等のメディアで国際化やグローバルという用語を接する機会が多くなったような気がする。グローバル化が現代社会を社会学的に解読するための一つのキーコンセプトとなっている中で、大学も現代社会の一部であるという点からグローバル化の現象とまったく関係がないとは言えない。実際に日本の大学で学ぶ留学生は年々増加傾向であり、また外国の大学へ留学する日本人学生も徐々に増加している。しかし、日本の社会はまだ外国に対し閉鎖的な面もあり、国際化が進む上の問題になる場合も少なくはないと思う。同じく日本の大学も閉鎖的な所があり国際化が進んでいるとは言えなかったり、国際化を目指しているとしても様々な諸問題が現れたりする。このような日本の大学の問題点はすでに指摘されており日本の大学が海外の大学や教育機関と交流し相互に協力するケースが少ないのは大勢の大学教育関連者が認める事実である。社会のグローバル化がますます進むなかで大学だけが立ち遅れるわけにはいかない。この論文ではこのような現状認識を含めて日本の大学である東北大学のケースに絞り、日本の大学がいかにグローバル化に対応していくべきかを日本人学生の国際化への認識を考察しながら探索したいと思う。そして、単に留学生が増える事や日本人学生への留学機会の増加やその支援だけではなく日本人学生と留学生が調和している国際化大学へ近づくための国際化戦略に関して考察したいと思う。
Abstract
Recently,there are many chances to learn about the word “Global and Internationalization” at the media, internet, newspaper and TV. The globalization is became new issue to understand modern society, so It is hard to say Japanese universities are unrelated with phenomenon of globalization because universities are also one of parts of modern society. Actually, the number of students who study at Japanese universities is increasing. And also the number of Japanese students who study abroad is increasing. But, Japanese society has still a closed mind for accepting foreigners despite the world are getting global. This kind of passive attitude to foreigner causes problems progressing internationalization for Japan. Also Japanese universities have this kind of trend that passive and closed for academic and cultural exchange with other countries. In that regard, it is hard to say Japanese universities are getting global and even they are trying to be global, it brings lots of problems. Already advanced research proved the problems which are about internationalization of Japanese universities, and also several university educators recognize those truths that Japanese universities have only few cases that exchange and cooperate with overseas universities or research organizations. The internationalization became an issue for almost all of the nations and societies in the 21st century, so Japanese university must not get left behind alone. For this reason, this report considers about present situation of Japan’s internalization and the way that how students of Japanese universities should take action to globalization by using case of Tohoku University which is one of former imperial universities in Tohoku, Japan. And also not only consider about simply the number of foreign students in Japan or Japanese students who study abroad but also globalization strategy that aim to be the international university which is Japanese students and foreign students are harmonize together.
