철도사고 시 여객안내 고도화에 관한 연구 - 한국철도공사를 중심으로 -

철도사고가 발생할 때마다 여객안내가 미흡하다는 지적이 반복적으로 제기되어 왔으나 아직까지 여객안내에 관한 개선방안은 미흡한 실정이며, 국내 연구에서도 여객안내에 관한 연구는 거의 찾아보기 어렵다. 특히 열차탈선 등 대형사고가 발생한 경우 여객안내가 더욱 어려운데, 운영상황실에서 여객안내에 관한 지침을 현업 소속에 신속히 알려주지 않으면 여객안내 자체가 불가한 상황이다. 따라서, 본 연구는 철도사고에 관한 선행연구 사례, 국회·언론기관의 지적사항, 재난업무 담당자의 인터뷰 등을 종합하여 문제점을 파악하고 개선방안을 제시하였다. 연구결과, 여객안내 고도화를 위하여 비상대응훈련 시 여객안내 실제훈련을 실시하며, 여객상황팀 권한을 강화해야 한다, 특히 현재의 여객안내 운영시스템 외에 추가로 운영상황실이 여객안내에 관한 종합적인 의사결정을 확정하는 프로세스를 정립하여 안내 지침이 신속히 결정되고 현업에 전달될 수 있도록 시스템 구축이 필요하다.
Abstract
Every time a railroad accident occurs, it has been repeatedly pointed out that passenger guidance is insufficient, but improvement measures for passenger guidance are still insufficient, and it is difficult to find studies on passenger guidance in domestic studies. IIn particular, passenger guidance is more difficult in the event of a major accident such as a train derailment, but passenger guidance itself is impossible unless the operation situation room quickly informs the field. Therefore, this study identified problems and suggested improvement measures by synthesizing previous research cases on railroad accidents, points pointed out by the National Assembly and media organizations, and interviews with disaster personnel. As a result of the study, in order to advance passenger guidance, actual passenger guidance training should be conducted during emergency response training, and the authority of the passenger situation team should be strengthened, In particular, in addition to the current passenger guidance operation system, it is necessary to establish a process for the operation situation room to establish a comprehensive decision-making process on passenger guidance so that guidance guidelines can be quickly determined and delivered to the field.
