전시 작전지휘권 전환 대비 전쟁지도 연구 - 6ㆍ25전쟁을 중심으로 -

전쟁지도는 평시 국력의 제요소를 통합하여 군사력을 조성·유지·운영하고, 군사작전계획을 세워 전쟁을 억제·대비함을 의미한다. 전시에는 전쟁의 개시·수행·종결에 이르기까지 전쟁 전반에 대하여 지도 역량을 발휘하는 것이므로 전시 작전지휘권 전환 이후에 중요성이 증대될 것이다. 평시에는 전쟁을 억제·대비하는 것이 중요하다. 이 시기 전쟁지도에서는 6·25전쟁 이전 우리 정부의 국방조직을 통하여 작전지휘권 전환대비 국방조직 개편과 한미동맹을 바탕으로 전쟁을 억제하면서 확고한 방위태세를 유지하는 것이 얼마나 중요함을 알 수 있었다. 전쟁의 시작은 곧 국가의 존망과 국민의 생사가 달려 있다. 전쟁이라는 최후 수단을 발동할 것인가, 아니면 평화적인 방법을 도모할 것인가?하는 결정을 하는 것이 중요하다. 이 시기 전쟁지도는 전쟁의 선포, 국제사회의 지지획득, 동맹국의 지원, 전투력 발휘를 위한 조치 등이 중요하다. 전쟁이 시작되면 반드시 승리해야 한다. 이 시기 전쟁지도 중점은 전쟁 승리를 위한 군사지휘관 역할과 확전문제가 중요하다. 특히 전쟁지도부가 상황을 잘못 판단할 때에 전쟁이 새로운 방향으로 전개되거나 제3차 세계대전 등으로 확전될 수 있다는 사실을 알았다. 전쟁 말기에는 국가의 번영과 생존을 위한 종전전략이 중요하다. 이 시기 전쟁지도는 평화를 회복하고 국가의 발전과 번영을 위한 조치가 된다는 사실을 인식하였다. 이처럼 전쟁지도의 결과는 국가의 생존·번영·평화와 직결되는 중차대한 문제이다. 전쟁 이전에는 전쟁을 억제하여 평화를 유지하고, 전시에는 군사적 조치, 여건조성, 군사지휘관이 이를 달성함으로써 전쟁에 승리하는 것이며, 전후에는 국가의 생존과 번영으로 직결된다. 따라서 2015년 전시작전지휘권 전환에 대비하여 우리 전쟁지도부는 이러한 전쟁지도 역량을 배양해야 할 것이다.
Abstract
The Conduct of war in peace time is to deter and cope with war by both establishing military operation plan and organizing, maintaining and employing military power, moreover in war time to project capabilities in all phases of war. Particularly It will be getting more important after Wartime Operation Control Transfer. In the imminent tense situation of war, they are essential elements of the conduct of war both transforming the military defense organization suitable for the future warfare and maintaining the firm defense readiness based on ROK-US alliance. In the beginning of war, declaring war, requesting the support of alliance and taking actions in order to project combat power in the conduct of war are substantial. Especially the key decision on whether conducting war as the final means or not is the grave question. The reason is that according to the result of war, the fate, future and existence of a nation will be decided. In the period of hostilities, we can infer the fact that if the headquarters of the conduct of war make a wrong decision relevant to the military commander's roles and war escalation, it can distract the war to the other directions or escalate into global war. At the end of war as we recognize, the main activities of the conduct of war is to recover peace and strive for the national development and prosperity. The effects of the conduct of war is directly linked to the national existence, prosperity and peace. Regarding the conduct war, detering and keeping peace are main roles in the beginning of war, in addition to that military actions and shaping in order to accomplish the victory in the period of hostilities and decision for national existence and prosperity are essential at the end of war. In conclusion, the headquarters of the conduct of war should strive for the improvement of their capabilities preparing for Wartime Operation Control Transfer in 2015
