남 ‧ 북한 군사전략 전개과정의 상대적 변화성에 관한 연구

본 논문은 1960년대 이후부터 2000년대 초반을 대상으로 남․북한 군사전략전개과정에서의 상대적 변화성 분석에 주안점을 두고 연구하였다. 이를 위해 군사전략 결정에 영향을 미치는 주 요인인 상대적인 힘(국력:국제환경 하 동맹관계,경제력,군사력)을 ‘전력균형’이란 용어로 개념화하면서,국가마다 상대적 전력균형․불균형에 따라 군사력 유지와 운용방안이 다르기 때문에네 가지 군사전략 접근모형을 개발,적용하였다. 연구결과 다음과 같은 특징을 도출할 수 있었다.첫째,남․북한 군사전략 전개과정에 상대적 변화성이 분명하게 있는 것으로 분석되었다. 둘째,남․북한 군사전략 변화성에 전력균형 요인의 영향이 크게 미치고 있었다.즉,1960～70년대 북한은 전력의 우세를 이용하여 적극적인 공세전략을 채택하였고,남한은 이를 해소하기 위해 수세전략과 자주국방이라는 슬로건 아래 군사력을 지속 증강하였다.1980년대에는 남․북한 전력이 거의 균형적으로 접근함에 따라 남한은 전력균형유지 차원의 수세 후 공세전략을,반면 북한은 경제력이 쇠퇴함에 따라 기존의 재래식 군사력 증강과 함께 비재래식전력 개발을 통해 남한을 압도하려는 전력균형 변환 접근을 하였다.1990년대 이후에는 남한의전력이 북한보다 우세함에 따라 남한은 전력불균형 확장접근으로 공세적인 방위전략을,반면에 북한은 경제적 빈곤 및 국제적 고립에 따른 전력불균형을 타개하기 위해 비재래식전력 개발에 치중한 것으로 분석이 되었다. 따라서,향후 북한의 군사전략 전개를 전망하면 극심한 전력의 열세를 타개하기 위해 재래․비재래식전력을 배합한 비대칭공세전략으로 접근할 것이다.그러므로 우리의 군사전략 방향은 전력우세를 바탕으로 북한․잠재적 위협에 동시대비하면서 첨단 과학화 개념에 입각,복합전 상황에서 싸워 이길 수 있는 첨단복합 공세방어전략을 개발,추진할 필요가 있다. 주제어:전력균형,불균형유지․해소,균형변환․유지,불균형타개․확장,군사전략
Abstract
The primary purpose of this study is to find relative changes of North and South Korea’s military strategies from 1960’s to early 2000 and find what was the characteristics of their strategic approaches were, if there has been any changes. In this study, the 'power', the main factor that decides military strategy, is conceptualized as 'the balance of military strengths'. This study has developed and applied 4 military strategic access models considering the fact that every country has different ways to maintain and apply that military forces depend on relative balance of military strengths. The result of this study is as follows. First, it is certain that there were changes on the development process of North and South Korea’s military strategies. Second, the balance of military strengths had a great influence on the changes of North and South Korea’s military strategies. More specifically, it was to maintain and resolve imbalanced strategy, restore and maintain balanced strategy, and overcome and expand imbalanced strategy. Therefore, it is expected that North Korea will take asymmetric and aggressive strategy with the mixture of conventional and unconventional military forces in the future. So, it is highly necessary to develop and apply state of the art and mixed type of aggressive defense strategy led by ROK forces while preparing against North Korean threats and other potential threats simultaneously.
