한국형 임무형지휘척도 개발과 타당성

본 연구는 1999년 육군의 지휘개념으로 채택된 임무형지휘의 수준을 진단하는 척도를 개발하고 그 타당성을 검증하는 것을 목적으로 하고 있다. 기존에 진행된 연구들에서의 임무형지휘 수준 진단 척도는, 변혁적 리더십이나 임파워먼트 등의 척도 일부를 인용하거나 수정해서 임무형지휘를 측정하고 있다. 이러한 접근방식은 용어에 대한 개념정의의 모호성을 가중시키고, 척도의 타당성과 신뢰성에 대한 의문을 제기한다. 이를 해결하기 위해 본 연구에서는 임무형지휘척도의 개발과 내용 및 개념타당성 검증을 위해 3개의 연구를 진행하였다. 연구1은 문헌연구 및 비?준전문가집단을 대상으로 한 설문을 통해 임무형지휘척도 관련 항목을 생성하였으며, 그 결과 6개요인 49문항이 선택되었다. 연구2는 연구 1에서 얻은 결과를 바탕으로 각 문항의 내용타당도를 검증하였는데, 이를 위해 연구1에서 생성된 구성개념들과 문항들을 대상으로 전문가의 평가를 거쳐 6개요인 21문항을 추출하였다. 연구3은 연구 2에서 개발된 21개 문항에 대한 개념타당성을 검증하는 것으로, 이를 위해 야전에 근무하는 육군 간부 1,195명을 대상으로 육군설문조사체계를 활용한 On-line 조사를 실시하였다. 분석 결과, 1개 영역 21개 문항이 선정되었으며, 신뢰계수는 0.98이었다. 이를 바탕으로 임무형지휘와 유사 개념인 임파워먼트와의 상관관계와 수렴 및 판별타당도를 검증한 결과, 통계적으로 유의하나 높지 않은 상관관계가 있으며, 임무형지휘와 임파워먼트는 상호배타적으로 독립된 개념임을 확인하였다. 본 연구결과는 첫째, 한국군의 실정에 부응하는 임무형지휘척도를 개발하였다는 점과 둘째, 임무형지휘 관련 후속 연구에 척도로 활용될 수 있다는 점에서 학술적 의의를 지니며, 셋째, 군 지휘관들이 해당부대의 임무형지휘 수준을 진단하고 개발계획을 수립하는 기초자료로 활용할 수 있다는 점에서 실무적인 의의가 있을 것으로 기대된다.
Abstract
The purpose of this study is to develop an assessment scale to quantify the level of Mission Command and to verify the validity of the scale. In previous studies, the Mission Command assessment scale was made by modifying the scale for transformational leadership and Empowerment. However, this approach adds ambiguity to the definition, reduces validity and questions the reliability of the scale. In order to solve the aforementioned problems, three sub-studies were conducted to develop the Mission Command assessment scale and to verify its content and conceptual validity. In sub-study #1, a survey of 49 questions covering 6 elements was developed based on the information gathered from questionnaires on non/semi-experts and from literature reviews. In sub-study #2, each question was validated based on the results obtained in the sub-study #1. 21 questions in 6 elements were obtained based on the evaluation of concepts by experts and questions generated in the sub-study #1. Sub-study #3 verified the validity of the 21 questions developed in the sub-study #2, and conducted an on-line survey on 1,195 Army officers in the field using the Army survey system. As a result, 21 questions in 1 domain with a confidence coefficient of 0.98 were generated. Based on these sub-studies, correlation and discriminant validity between Mission Command and Empowerment were verified. As a result, there was a low correlation with high statistical significance, indicating that Mission Command and Empowerment are mutually exclusive independent concepts. The results of this study are as follows: First, we developed the Mission Command assessment scale that is suitable for the current status of the ROK Army. Second, it has academic significance as it can be used as a standard for subsequent research related to Mission Command. Third, it is expected to have practical significance as the military commander can use the scale as a basis for quantifying the level of Mission Command and establishing a development plan.
