6ㆍ25전쟁 전 미국의 대 소련전략 -극동지역 항공력 운용개념을 중심으로 -

본 연구는 6·25전쟁 이전 극동지역에 대한 미국의 전쟁개념과 전력운용개념을 항공력을 중심으로 규명하는 것이다. 분석결과 미국은 극동지역의 대 소련 전쟁개념과 전력운용개념 측면에서 문제점을 가지고 있었고 이러한 문제점은 미국의 극동지역 군사전략이 허점을 가지게 되는 구조적 요인으로서 작용하였다. 그러한 내용은 다음의 요소에서 발견된다. 첫째, 극동지역 전쟁개념의 측면이다. 미국은 소련의 공격 가능성이나 군사적 승리 가능성 면에서 볼 때 소련과의 결전은 서유럽에서 이루어져야 한다고 생각하였고 그러한 생각에 맞춰 전쟁개념을 수립하였다. 그 결과 미국은 극동지역에서 일본에 대한 영공방위능력 보유에만 주의를 기울였으며, 한국에 대해서는 별다른 군사적 조치를 취하지 않았다. 둘째, 전력운용개념의 측면이다. 6·25전쟁 이전 미국은 전략공군으로 적의 핵심표적을 타격하여 전쟁의지를 무너뜨리는 전략을 고수하고 있었다. 또한 미국은 소련의 핵실험으로 인해 공군의 전략폭격전력이 이전과 같은 전쟁 억제력을 가지지 못할 가능성을 분명하게 인지하였음에도 불구하고 전략폭격기 위주의 전력운용개념을 수정하지 않았다. 결과적으로 미국은 극동지역에서 전략적 허점을 가지게 되었다. 6·25전쟁 전 미국은 극동지역에서 전략을 수정할 시간도, 수정해야만 하는 절박한 이유도 인식하지 못하였다. 이러한 미국의 전략적 허점은 정책적 오류의 구조 내에서 군사수단배비의 오류가 확대되어 나타난 것으로, 단순히 소련의 군사능력에 대한 정보평가의 오류에만 그 원인이 있는 것은 아니었다. 그것은 극동지역 군사정책과 군사력 운용개념을 포괄하는 다양한 층위에서 유발된 복합적인 원인에서 비롯된 것이었다.
Abstract
The purpose of this dissertation is to analyze the concept of the war and force employment concept of the United States in the Far East before the Korean War. The results of the analysis are described as following three elements. First, United States had the blind point on military policy in the Far East. Considering the possibility of attacks and the possibility of military victory, the showdown with the Soviet Union should be done in the Western Europe. So the military preparation was performed in accordance with such a thought. As a result, the United States made only defense capabilities for Japan and did not took ant military action in Korea. Second, the United States had the blind point on Airpower employment concept. Before the Korean War, the United States adhered a strategy to break down the enemy's will to fight by hitting key targets. In addition, the United States acknowledged the Soviet Union's nuclear test, and the Air Force's strategic bombing was not perform the same deterrence power as before the test, they did not modify their strategy. Third, consequently, the United States had a strategic blind point in the Far East before the Korean War. In the Far East, the United States had no time to modify their strategy, had no imminent reason to modify it.
