독일 연방군 의무병과의 발전과정과 그 시사점

서독 연방군 창설 이후 군의관 제도가 도입되면서 독일 의무병과는 본격적으로 성장할 수 있었다. 연방군 의무병과는 내적지휘의 원칙을 구현하기 위해 그 조직, 인력, 시설, 제도 등을 체계적으로 정비하였는데, 특히 필요한 의료 인력을 양성하기 위해 육군 구호부대학교가 설립되었을 뿐 아니라 구호사관후보생 제도도 도입되었다. 또한 군의학 분야의 전문성을 제고하기 위해 군병원 및 각종 의료 연구소가 신설되었고 나아가 군 의료 인력을 충원하기 위해 여군의관 제도가 시행되었다. 이후 2000년 군 구조 개혁을 통해서 독일 연방군 구호업무군은 파병에 적합한 효율적인 군대로 재편되었다. 조직 개편으로 의무 역량이 집중된 구호업무군은 구조 사슬개념을 발전시켜 파병 장병의 안전을 실질적으로 보장하였다. 나아가 민간병원과의 협력하여 장병들에게 양질의 의료 서비스를 제공하기 위한 시스템도 구축하였다. 오늘날의 구호업무군은 장병의 건강을 책임지는 연방군 핵심전력으로 구호업무 사령부, 구호업무 작전지원 사령부, 구호업무 지역지원 사령부, 구호사관학교, 국제의료협력센터/유럽의료사령부로 구성되어 있다. 또한 구호업무군은 장병들을 위한 의료 환경 개선의 일환으로 최첨단의 의료 장비와 함께 실용적인 이동 의료시설, 장갑 의료차량, 일반 의료차량 등을 운용하고 있다. 이런 조직과 장비를 갖춘 독일 의무병과는 전문적인 의료 인력을 양성하기 위해 연방군 구호사관학교를 신설하였고 예비군과 여군도 적극적으로 활용하였다. 요컨대, 창설된 이후 현재까지 그 조직과 장비, 인력 등을꾸준히 발전시킨 독일 연방군 의무병과는 인간 중심의 군대를 구현하는 산증인으로서장병의 건강을 책임지면서 파병 및 해외 인도적 지원, 민간 의료 지원 등의 현대적 임무도 적극적으로 수행하였다.
Abstract
With the introduction of the Sanitätsoffizier, the German Sanitätsdienst began to develope. During the Cold War, the Bundeswehr had improved the organization, facilities and manpower of the Sanitätsdienst. The Sanitätsakademie was established to train necessary medical personnel and the Sanitätsoffizieranwärter was also implemented. In addition, many military hospitals and various medical research institutes were newly established and the female Sanitätsoffizier began in 1975. As a result of the military structural reform in 2000, the Sanitätsdienst has been reorganized. The Sanitätsdienst has developed the concept of the rescue chain(Rettungskette) to ensure the safety of soldiers dispatched overseas. The present Sanitätsdienst consists of the Kommando Sanitätsdienst, the Kommando Sanitätsdienstliche Einsatzunterstützung, the Kommando Regionale Sanitätsdienstliche Unterstützung, the Sanitätsakademie der Bundeswehr and the Multinational Medical Coordination Centre/European Medical Command. Equipped with modern facilities, the Sanitätsdienst carries out the modern missions of the Bundeswehr.
