Abstract

The purpose of this study is to analyze the changes in the duration of military service in South Korea, considering the length of military service as a critical factor in sustaining the standing army. Additionally, this study aims to investigate the political will expressed by the president regarding the duration of military service since the year 2000. According to the findings of this study, the adjustment of military service length is influenced by various factors; however, the political will of the president emerges as the most significant determinant in the policy-making process. The reduction of the military service period has been notably aligned with the campaign promises made by the president, reflecting a commitment to fulfill these pledges. Conversely, the extension and suspension of the service period appear to be primarily influenced by alterations in the security environment. Furthermore, we are presently encountering challenges, including a decline in the fertility rate and a reduction in the youth population. It has been confirmed that there is a growing policy will to address these demographic changes.
