Abstract
This paper analyzes the evolution and strategic implications of the concept of the "Community of Shared Future for Mankind" over approximately a decade, from its initial proposal in 2013 to the publication of the white paper in 2023, which systematized and consolidated the concept. It argues that China's proposal for the "joint construction of a Community of Shared Future for Mankind" serves as a roadmap for Chinese-style global governance aimed at realizing the "Chinese Dream." Following over 30 years of economic development under Deng Xiaoping's diplomatic principle of "keeping a low profile," China emerged as the world's second-largest economy around 2010, ascending as a new global power alongside the United States. Xi Jinping, who leads this rising power, seeks to establish China as a comprehensive global powerhouse by combining hard power derived from economic growth with soft power that reflects its transformed identity. The "joint construction of a Community of Shared Future for Mankind," proposed by Xi Jinping's leadership to the international community in 2013, can be seen as a roadmap for China-centered global governance, rooted in socialism with Chinese characteristics, traditional Chinese culture, and China's international relations theories. In this respect, the proposal of “joint building of a community with a shared future for mankind” has strategic implications as a way to enhance the soft power of China, an emerging power, and as a blueprint for Chinese-style global governance, with the goal of realizing the “Chinese dream” of “the great revival of the Chinese nation” by building “a great modern socialist country” by the middle of this century.
