Abstract

The Rehabilitation Institute (Banxingyuan) was not merely a detention facility produced by the judicial party-ification (司法黨化) of the Nationalist regime. Rather, it functioned as a comprehensive system of ideological reformation in which state power penetrated every sphere of an individual’s daily life—through political rituals such as the Premier Commemoration Day, Birthday Day, and Revolutionary Commemoration Day; party-directed education and disciplinary regulation of daily conduct; the New Life Movement and the National Revival campaigns; cooperative economic organizations; and even post-release supervision. Within the institutional framework of judicial party-ification, the Banxingyuan sought to manufacture “Nationalist (KMT) citizens” by integrating political religion, everyday politics, and quasi-self-governance, and its operational logic exhibited structural homologies with fascism, particularly in its nationalism, leader worship, mass obedience, and everyday discipline. First, the disciplinary guidelines and educational curriculum elevated the Three Principles of the People (Sanmin zhuyi) and Sun Yat-sen’s Testament (遺教) to absolute doctrines, permeating all subjects of instruction and daily rules of conduct. Daily routines—morning wake-up, physical exercise, study, labor, and recreation—were strictly regulated according to a detailed timetable. Second, as a process of political sacralization, Sun Yat-sen’s Testament was elevated to the status of a “supreme basic law,” while commemorative days—such as the Premier’s Commemoration Day, his birthday, and martyrdom anniversaries—were institutionalized as cyclical temporal rituals. Through the repeated performance of these rites, inmates internalized leader worship, revolutionary faith, and loyalty to the state. Third, in the name of “national rejuvenation,” the Banxingyuan internalized the New Life Movement within the institution, politicizing everyday life by enforcing moral virtues—propriety, shame, frugality, and self-discipline— and micro-regulations centered on cleanliness and order. Inmates practiced elections, administration, and self-government through the Self-Governed New Village (自治新村), while cooperatives functioned as mechanisms for inculcating public interest, thrift, and cooperation by regulating economic life through collective ethics. Thus, the reinvention of Confucian tradition for national identity building, the political sacralization of myth, ritual, and symbolism, the sanctification and worship of Sun Yat-sen, the privileging of collective will over individual autonomy, and the enforced legitimation of one-party dictatorship all reveal notable structural affinities with the logic of fascism.
