Abstract

Hate crimes take place worldwide despite various countermeasures. Merely imposing harsher penalties is insufficient in preventing hate crimes, which are motivated by a victim's race, color, religion, national origin, ethnicity, disability, gender, or sexual orientation. The classification of a hate crime is unclear, and more than half of hate crimes are not reported to authorities due to fear of retaliation. The history of European hate crimes includes numerous cases of religious persecution, racial holocausts, genocide, and ethnic cleansing. Hostile attitudes toward immigrants and social conflicts still happen in Europe today. In the United States, hate crimes taking the form of murder, arson, and vandalism are serious issues. Recently, there has been a significant increase in the victimization of Muslims, people of color, and people of Asian descent. White supremacist violence and police brutality against Black people, immigrants, and members of the LGBTQ community are also major problems. In response to racist attacks, the “Black Lives Matter” movement began in 2013, the organization “Stop AAPI Hate” was formed in 2020, and Congress passed the Covid-19 Hate Crimes Act of 2021 and the Emmett Till Antilynching Act of 2022. Globalization has made South Korea more ethnically diverse, amplifying social conflicts. Vulnerable groups, including foreigners, women, and multicultural families, are victimized frequently, and policies should be supplemented to protect them. Improved social welfare systems, social safety nets, and legal regulations are also essential.
