국내 인권교육 활성화를 위한 제도적 개선 방안 -외국의 인권교육 제도화 사례와 시사점-

최근 인권교육이 양적으로는 많이 확산되었지만, 인권교육의 방법이나 효과면에서 여전히 미흡한 측면이 많아 법과 제도 측면의 뒷받침이 필요하다. 이에 본 연구는 국내 인권교육 현황과 문제점을 살펴보고 외국의 인권교육 제도화 사례와 시사점을 분석하여 국내 인권교육 활성화를 위한 제도적 개선 방안을 제시하였다. 학교 인권교육은 교육과정과 교과서 면에서 이전 교육과정에 비해 내용이 축소되었고, 학교급별 체계적인 접근도 미흡하였다. 또한 인권교육 연구학교 운영은 인권친화적인 물리적 환경은 갖추었지만 실질적이고 체계적인 인권교육은 미흡하였다. 공무원과 인권교육 종사자 인권교육의 경우 최근 외국의 경향에 발맞추어 양적인 확대가 이루어졌지만, 공무원 인권교육 제도화의 한계, 인권교육 방법상의 한계, 인권교육에 대한 평가 시스템의 부재와 전반적인 모니터링 시스템 부족, 인권교육을 위한 물적 지원 부족 등의 문제점이 제기되었다. 이러한 문제점을 극복하기 위해선 인권교육법의 법제화와 함께 인권교육원 설립, 인권교육 평가지수 개발과 적용, 인권교육에 관한 과정과 결과 모니터링 실시, 아동 인권 옴부즈만 제도 활성화, 인권교육 영향평가제도 시행, 교사‧보호자‧학생 권리와 책임 매뉴얼에 기초한 학생 생활지도 인권매뉴얼 제작‧ 보급‧ 활용 등을 통한 인권교육 활성화가 요구된다. 아울러 인권교육 과정 강화와 인권교과서 개발 노력, 인권교육 전문 인력 양성, 인권교육 관련 유관기관의 핫라인 구축과 연계 강화, 인권교육의 대중화 노력 등을 위한 다양한 후속 연구를 기대한다.
Abstract
Recently, human rights education is more spread out. Not only, it is lacking in method and effects of human rights education, but also the support in laws and institutions. This study aims to analyse institutional improvement for invigorating human rights education from study on the present states and problems of human rights education in Korea and some implications from foreign cases. School human rights education in terms of curriculum and textbook content was reduced compared to the previous one, the lack of a systematic approach to level of school. In addition, research schools of human rights education has human rights-friendly environment, but the lack of a practical and systematic human rights education. Officials and human rights education professionals, the quantitative expansion, but made to keep pace with the trends of the foreign, it was raised several problems on the limits of the institutionalization of human rights education in officials course, the limits of teaching method, the absence of evaluation system, the lack of monitoring systems and material support for invigorating human rights education. To overcome these problems with human rights education legislation of the act, the human rights education institute was established, the process and the results of monitoring carried out on the development and application of human rights education, human rights education evaluation index, children's rights ombudsman system activation, development and application of manual on teacher․parent․student's rights and responsibilities.
