본 연구의 목적은 사회과 도입기부터 현재까지의 초등 사회과 교과서에 제시된 선거 관련 내용의 분석을 통해 시민성 교육의 변천 과정을 밝히는 것이다. 연구 결과는 다음과 같다. 초등 사회과 교과서에서의 선거 관련 시민성 교육은 선거에 관한 지식을 이해시키고자 했던 제1기(교수요목~제3차 교육과정)에서 선거에 관한 지식과 기능, 태도를 가르치고자 했던 제2기(제4차~5차 교육과정)로, 그리고 일상생활 속의 사례를 중심으로 학생들이 스스로 선거에 관한 지식을 이해하고, 기능과 태도를 형성하도록 했던 제3기(6차 교육과정~현재)로 변화해 왔다. 이러한 선거 관련 시민성 교육의 한계점으로는 첫째, 선거와 관련한 내용에서 기능과 태도 측면이 소홀히 되고 있다는 점, 둘째, 선거의 의미나 기능, 역할 등이 당위적으로 제시되고 있어 참정권으로서의 선거의 중요성과 선거가 민주주의의 발전에 기여할 수 있다는 점을 실감하게 하는데 어려움이 있다는 점을 지적했다. 따라서 선거 관련 시민성 교육의 방향으로 선거에 관한 지식, 기능, 태도가 서로 균형적으로 다루어지도록 할 필요가 있으며, 선거에 의해서 민주주의가 어떻게 발전하거나 후퇴할 수 있는지를 다양한 생활 사례를 통해 학습하도록 할 필요가 있다는 견해를 제시했다.
Abstract
The purpose of this study is to make clear the transitional process of citizenship education through the analysis of election-related contents specified in elementary social studies textbooks from the introductory period of Social Studies to the present. The study results are as follows: Citizenship education related to elections in elementary social studies textbooks has gone through changes from the 1st period(a syllabus~the 3th Curriculum) aiming to get students to understand the knowledge of elections through explanations through the 2nd period(the 4th~5th Curriculum)aiming to build up students’ knowledge & function of elections, and attitudes towards elections through explanations to the 3rd period(the 6th Curriculum~the present) aiming to get students to understand the knowledge & function of elections by themselves, and to form attitudes towards elections with focus on the cases in the midst of daily living. As the limits of such an election-related citizenship eduction, this study pointed out first, that functional, attitudinal aspects in contents of elections are carelessly handled; second, as the meaning, or function, and role, etc. of elections are suggested normatively, there exists a difficulty in realizing the importance of elections as a suffrage, and the fact that elections could contribute to the development of democracy. Accordingly, this study thinks that in citizenship education related to elections, it’s necessary to get the knowledge, function and attitude in relation to elections to be mutually handled in a balanced way, and this study pointed out that there is the necessity of having to get students to learn how democracy could develop or retrogress depending on elections through diverse actual living cases.
