Abstract

Recently, sexual harassment・sexual violence cases at universities are mainly being revealed to student groups that support victims. This phenomenon arises from a failure to gain student trust by university authorities and sexual harassmen t・sexual violence grievance and counseling organizations inside universities. Through 2018 nationwide survey on sexual harassment・sexual violence grievance counseling organizations at universities that handle these matters, this study examines the current status and problems. The 2018 survey found that the situation at universities concerning sexual harassment・sexual violence incidents and their handling is generally inadequate. Problems related to the function, resources, and working conditions at sexual harassment grievance counseling organizations were confirmed. The independence and autonomy of the grievance counseling organization should be secured, professional staff should be recruited, and the treatment of employees in charge should be improved. We confirmed that it is necessary to: reinforce the function, organizational status, and operational management of organizations that handle sexual harassment・sexual violence grievances; secure the professionalism of employees overseeing the work; specify regulations for victim protection and provide support for victims; provide information related to the victim for investigation and disciplinary action; and boost policy interest and support for specialist universities and vulnerable regions.
