Abstract

This paper reevaluates the Siloviki that emerged as a strong political clan in Putin’s first and second terms in office from another perspective. Questioning the journalistic tendency to regard the siloviki as a monolithic group, the paper focuses on two things. The first, the institutional respect of siloviki. For this purpose, it is necessary to analyse the structure formation process and organizational division of Russian power institutions. And the second, one should remind that the silovikiarefar from monolithic. They aredividedalong agency lines and within agencies.Increasing competition due to the overlap between the duties of the power institutions, conflicts over access to power and resources have continued since the Putin’s Presidency. This paper suggests that the FSB had a key role in the adoption of the new Anti-Terrorsim Act, which resulted in giving the FSB more power than other power institutions. Also, as an example of conflict among siloviki clans, it considers the Tri Kita scandal involving several power institutes which has unfolded since 2000.
