대러시아 FDI 결정요인 분석과 진출환경 평가

본 논문은 러시아에 유입된 외국인직접투자(FDI) 결정요인을 실증적으로 분석하고 러시아에 진출해 있는 한국기업을 대상으로 실시한 설문조사를 통해 대러 진출환경을 평가하는 것을 목적으로 하고 있다. 러시아 28개 지역의 횡단면과 7개년(2007~2013년)의 시계열을 병합한 패널 데이터를 구성하여 이원고정효과 모형으로 러시아에 유입된 FDI 결정요인을 경험적으로 분석하였다. 그 결과 외국기업들은 대체로 러시아에 시장추구적 투자를 하고 있는 것으로 나타났으며, 한국기업의 대러 진출동기도 이와 맥을 같이 하고 있는 것으로 분석되었다. 이러한 분석결과를 기초로 하여 러시아에 진출해 있는 우리 기업들을 대상으로 러시아 시장 진출환경을 평가한바, 평균 이상의 내부 강점요인을 가지고 있음에도 불구하고 우리 기업들은 러시아 시장 진출의 외부요인에 적절하게 대응하지 못하고 있는 것으로 분석되었다. 또한 우리 기업들은 러시아 시장 진출에 있어 기회요인 보다는 위험요인에 더 민감하게 노출되어 있는 것으로 평가되었다. 따라서 향후 중장기 한․러 경제협력 활성화를 위해서는 이와 같은 걸림돌을 반드시 극복해야 하는 과제를 안고 있다.
Abstract
The aim of this paper is to analyze the determinants of inward foreign direct investment (FDI) inflows to Russia and evaluate the business climate of Korean firms in Russia by conducting a survey of Korean companies operating in Russia. Using panel data composed of a cross-sectional data on 28 regions of Russia and a time-series data spanning a 7-year period from 2007 to 2013, we empirically analyze the determinants of inward FDI to Russia by a two-way fixed-effect model approach. The result indicates FDI is likely to take the form of market-oriented investments by foreign firms in Russia, and the same goes for Korean firms. Based on this outcome we evaluate the business climate of Korean firms operating in Russia. According to the result, even though Korean firms have internal strengths that are above the market average Korean firms are not able to respond appropriately to external challenges stemming from market entry into Russia. The result also indicates Korean firms are more exposed to risks than opportunities when entering the Russian market. Therefore in order to enhance the economic cooperation between Korea and Russia, measures to overcome such bottlenecks need to be developed.
