초록

이 글은 나진항 3호 부두의 사용권을 둘러싸고 발생한 중국과 러시아의 경쟁에서 러시아가 우위를 점할 수 있었던 요인을 협상이론의 견지에서 분석하고, 이를 통해 나진항 관련 협상에서 러시아의 적극인 협상전략을 채택한 배경을 유추해본다. 협상이론에 따르면 행위자수준은 협상력과 전략적 선택 범위에 중요한 영향을 미치며, 협상전략의 선택은 협상자의 협상목표와 밀접하게 관계된다. 나진항 3호 부두사용권을 둘러싸고 중국과 러시아는 행위자차원과 전략차원에서 차이를 보였다. 낮은 수준의 행위자 간의 협상이 이루어진 중-북 협상에서는 협상을 통해 기대되는 목적을 달성할 수 있는 행위자의 협상력이 부재했고, 전략적 조정도 일어나기 힘들었다. 반면 중앙정부 최고수준에서 협상을 전개한 러시아는 협상이 교착상태에 빠지는 경우, 자국이 고수하던 입장에서 물러나는 수용전략을 사용함으로써 협상을 지속시켰고, 최종적으로 나진항의 부두 사용권을 확보할 수 있었다. 본 연구는 이러한 분석을 통해 나진항을 포함한 북-중-러 소지역의 협력과 경쟁의 동학을 이해하기 위해서는 행위자로서 중앙정부와 지방정부 및 기업이 협상에서 담당하는 역할과 목표에 대한 정확한 분석이 필수적이라는 점을 주장한다.

Abstract

The purpose of this paper is to explain the key factors of Russia's acquisition of the usufruct of the wharf no.3 in Rajin port in North Korea, whereas China failed to acquire the usufruct of the wharf. Theoretical frameworks from negotiation theory were applied to explain the negotiation strategies selected in Russia-North Korea negotiation and China-North Korea negotiation. As the level of the negotiator is enhanced, ‘commitment’ and ‘control’ over the result of the negotiation also grow up, resulting in increased negotiation power and varied strategic options. Also, the negotiator selects the negotiation strategies according to one’s own goal of negotiation. The negotiator who wants to enhance the strategic relationship with her partner selects “accommodation strategy”, whereas the negotiator who tries to secure the direct economic outcomes selects “competitive strategy”. By applying these frameworks, this paper argue that Russia acquired the usufruct of the wharf no.3 in Rajin port with the support from high level actors in central government and by employing the “accommodation strategies” when the negotiation locked in stalemate. Russia’s negotiation strategies reflect that Russia’s approach on Rajin port is rooted from its long-term strategic consideration on diplomatic relationship between Russia and North Korea.
