본 논문은 우즈베키스탄과의 효과적인 보건의료분야 ODA 협력사업 추진을 위해우선 협력 대상 분야와 협력모델을 제시하고자 하는 것이다. 한국은 빠르고 성공적인 경제성장과 더불어 보건의료분야에서 의료전달체계와 의료재정시스템을 단기간에 매우 성공적으로 개발 구축한 경험을 보유하고 있다. 따라서 한국은 이러한경험을 바탕으로 보건의료분야 개발에서 저개발국의 훌륭한 모델이 될 수 있는필요조건을 갖추고 있다. 우즈베키스탄은 1992년 우리나라와 국교를 체결한 후,계속 발전적인 관계를 유지하고 있다. 특히 우리 정부는 우즈베키스탄을 ODA 중점협력국으로 선정하고 지원을 늘리고 있는데 적합한 국제협력 사업 분야와 협력지원모델 설정을 통해 한정된 자원으로 효과적이고 효율적인 ODA사업 추진이 이루어져야 할 것이다. 한국은 우즈베키스탄의 보건의료체계를 변화시키고 국민건강을 증진시킴으로써 우즈베키스탄의 경제사회발전을 효과적으로 지원 할 수 있다. 이를 위해 보건의료 ODA지원사업의 우선순위를 정하고 이를 수행하기 위한 적절한 협력모델을 개발해야 한다. 무엇보다도 보건의료지원사업의 합리적인 전략을도출하기 위해 우즈베키스탄의 의료체계 분석, 의료개혁 중점사항, 국제단체들의 지원전략과 MDGs 목표 등을 비교분석한 후 보건의료 ODA협력사업의 전략 도출이 필요하다. 이러한 분석결과 본 논문에서는 보건의료 우선 협력 대상분야로 전염병관리, 응급의료서비스 강화, 모자보건 증진, 1차 보건의료기관의 역량강화, 2,3차 병원운영시스템의 효율화 지원, 의료보험제도 도입 지원, 의료인력에 대한 체계적인 교육제도 도입지원 사업이 제시되었고 각 분야별 협력모델이 제시되었다.
Abstract
This article intends to find the development of health assistance strategy and model between Korea and Uzbekistan. Korea has been characterized by its change from recipient state to donor state quickly and successful establishment of the delivery and financing health care system. So Korea can help developing country with own capability and experience including healthcare area. Uzbekistan in the Central Asia is the country has high potential power with energy resources and special geographically position. Since 1992, Korea and Uzbekistan have negotiated and kept good relationship. In particular, Uzbekistan has been considered an important partner to Korea and Korea has increased the amount of assistance to Uzbekistan. But despite of increasing assistance, Uzbekistan's poor health condition still has not been changed. Therefore Korea should prepare the Uzbekistan health assistance strategy and find the model to improve the Uzbekistan’s poor health condition. To develop the Uzbekistan health assistance strategy, first of all, this paper will compare with Uzbekistan health policy, Korea ODA policy,international organization strategy and MDGs. After that, it will try to analyze the policy and draw the strategy of Uzbekistan health assistance. In addition, this paper will find the assistance model and develop the details.
