글로벌 의료서비스 협력관계구축방안: 몽골內 한국 의료서비스 제공사례를 중심으로

본 연구는 우리나라의 의료서비스 국외진출을 연계하여 몽골과의 국제관계 파트너십을 구축하는데 기존의 한계점과 특징을 이해하고 합리적인 파트너십 구축방안을 마련하는데 그 목적이 있다. 현재 몽골에 진출중인 한국 의료기관의 현황 및 관련 주체들의 활동내역을 살펴본 뒤, 여기에서 나타난 문제점들을 ‘과정추적법’이라는 렌즈를 통해 살펴보았다. 그 결과 전 세계는 몽골이 보유한 여러 가지 자원을 고려해 몽골지원국회의(MDGM)과 일본공적자금(DAC)이 앞장서서 뚜렷하게 그 공여자금규모를 늘려가는 것을 볼 수 있었다. 그 과정에서 우리나라 또한 일본을 비롯한 국제사회를 상대로 한 견제심리가 ‘조정기제’로 작동하였고 그 결과, 지난 10여년간 약 14배의 대몽골 공여자금 규모가 증가하게 되었다. 결국 우리나라의 대몽골 파트너십구축과정은 합리적인 경제협력기금(EDCF)과 무상원조(ODA)자금의 배분과정이라기 보다는 개별 의료기관을 앞세우고 국제흐름에 구색을 맞추는데 급급한 모양새를 띄었다고 정리할 수 있겠다. 이제는 이러한 문제점과 한계를 극복하기 위해서는 국제공여자금을 제공하는데 있어서 매개체로서 검증된 의료기술 제공방식은 유지한다 하더라도 그 절차적인 면에서는 ‘도입기-독립기-성숙기’ 등 각 단계별로 의료서비스기관 및 정부와의 협력진출모델의 반드시 필요할 것으로 판단된다.
Abstract
It is purpose on this research that develop the international partnership of korea‘s medical service with Mongol. The goals of this research are to understand medical structure of mongolia and observe the case of korea-mongolia’ medical partnership through 'Process tracking Methods' . In conclusion, the international medical partnership plans based on Official Development Assistance(ODA), Economic Development Cooperation Fund(EDCF), Mongolia Donor Group Meeting(MDGM) and Development assistance Committee(DAC) were consisted of multi-Mechanism. Especially, About Mongolia, our ODA & EDCF was increased by 14 times. After all, our ODA & EDCF was arational process by global medical governance. For the sake of solution, this limitation and problems was prepared for medical service exchange model and provided step by step strategy in korea-mongolia relationship. To achieve this object need three approcahes ; entry step, self-support step and maturity step.
