공공서비스 표준화에 대한 정부 간 갈등 분석: 텍스트 네트워크 분석을 이용한 서울시와 국토교통부 간 교통카드 표준화 갈등을 중심으로

본 연구는 공공서비스 관련 표준화를 둘러싼 정부 간 갈등을 해결하기 위한 정책지식 제공을 목적으로 한다. 즉 정책갈등 대상자들의 교통카드 표준관련 정책주장을 담은 텍스트를 분석대상으로 텍스트 네트워크 분석을 실시함으로써, 1) 정책 프레임의 발견 및 이에 따른 개별 행위자들의 정책주장 판별, 2) 정책 프레임 비교분석을 통한 정책갈등의 근본적인 원인 파악을 통한 정책갈등 해결에 어떻게 적용될 수 있는가에 대하여 논의한다. 두 정책 행위자 간 정책주장의 공통점과 차이점을 발견하기 위해서 이 두 행위자가 공통적으로 사용하는 단어들을 중심으로 구성되는 공유 네트워크를 만들어서 정책 프레임 발견 및 비교분석하였다. 분석결과 교통카드 갈등을 둘러싼 정책 프레임은 ‘공공성(국민편익)의 도구로서 표준에 대한 갈등’이었다. 구체적으로, 국토부와 서울시는 전국 및 주요 교통수단 간 교통카드 호환이 필요하며, 이것이 국민의 생활편의를 높인다는 점에서는 공유하는 인식을 보였으나, 표준정책의 대상을 바라보는 시각의 차이(교통카드가 공공재인가, 매몰비용의 전가 문제 등)에 따라 세부적인 정책진행방향에서 갈등이 유발된 것으로 나타났다. 요약하면, 공공서비스 표준화와 관련하여 정부 간 갈등의 특징은 근본적으로 국민의 생활편의를 위하여 표준정책이 이루어져야 한다는 점에서 공유점이 있었으나 세부적으로 ‘누구의 편의를 어떻게’라는 측면에서 표준을 어떻게 진행하여 나가는가에 대한 차이에 의하여 갈등이 유발되었던 것으로 나타났다. 종합적으로, 교통카드와 같은 정보통신기술 관련 표준에 있어, 공공영역에서는 시장에서 주요한 기준인 효율성 잣대뿐만 아니라 공공성이라는 기준 역시 중요하다는 점을 알 수 있었다.
Abstract
This study aims at providing policy knowledge which would help both practitioners and academics resolve the intergovernmental policy conflicts in the standardization of transportation card case, between Seoul Metropolitan Government and the Land and Transportation Ministry. Applying text network analysis, this study purposed to 1) discover policy frames of two governments in conflicts, and 2) compare the policy frames of the two governments in order to understand what were differences as well as shared meanings. Through the text network analysis, this study found that the shared policy frame between the two conflicting governments was that 'standardization is a basically tool to achieve public value or to benefit the citizen.' However, these two policy actors were in discordance with which type of standardization as an instrument to accomplish the public value was the most appropriate for the well-being of the citizen. From this result, this study suggests that it would be relatively easier to resolve the intergovernmental conflicts in the case of public service standardization comparing to other types of intergovernmental conflicts such as environmental policy field, because the core policy belief between the conflicting parties was shared but conflicts happened only at the instrument level.
