정부정책에 대한 이해관계자 정책 프레임 비교연구: 금연정책을 중심으로

정부정책과 관련하여 다양한 이해관계자들이 자신의 주장을 관철하기 위하여 정책현상의 특정 측면을 부각시킴으로써 만들어낸 선택된 해석을 ‘정책 프레임’이라고 할 수 있다. 정책이해관계자들은 가치체계, 지식, 경험 등이 다르기 때문에 같은 정책현상에 대하여 서로 다른 정책프레임을 가질 수 있다. 이러한 정책프레임의 차이와 유사점을 파악하기 위해 본 연구는 이해관계자들의 정책주장을 담고 있는 텍스트를 대상으로 텍스트 네트워크 분석을 실시하였다. 구체적으로 한국의 금연정책 중 2015년 담뱃값 인상을 중심으로, 이해관계자 간 정책프레임을 비교했으며 동시에 정책시행 이전과 이후에 나타난 정책프레임의 변화를 분석하였다. 연구목적을 달성하기 위해 ① 이해관계자들이 중심적으로 사용한 단어들을 가지고 정책시행 이전과 이후의 주요 관심사항을 비교했으며, ② 이해관계자들이 사용한 주요 단어들을 재구성하여 이해관계자의 구체적인 인식을 비교･분석하고, ③ 이해관계자들의 인식을 통합한 사회인식(socio-cognitive) 네트워크를 구성하여, 주요 단어 및 통합인식을 이전과 이후를 비교하여 변화 양상을 분석하였다. 분석결과 주요한 함의는 다음과 같다. 첫째, 이해관계자별로 관심사가 매우 다르게 나타났다. 전문가집단(의료/보건)과 이익단체가 담뱃값 인상 이후 비가격정책에 집중함으로써 정책 목표 달성에 관심도가 높았던 반면, 시민단체와 언론(보수/진보)은 담뱃값 인상에 의한 사회적 부작용에 집중하였다. 둘째, 흡연율을 낮추기 위해 비가격규제가 강조되었다. 담뱃갑 경고그림 삽입, 간접흡연 규제 등에 대한 인식이 사회적으로 상당히 높은 공감대를 가지고 있었다. 셋째, 담뱃값 인상에 대해 정부와 이해관계자 간 합의가 도출되지 않았다. 담뱃값 인상 전에는 찬성, 반대, 신중 등 비교적 다양한 프레임이 등장하여 복잡한 상황이었으나 인상 이후 담뱃값 인상에 대해 정책실패로서 인식이 귀결되었으며 특히, 서민증세라는 프레임이 강하게 나타났다.
Abstract
In the context of government policy, policy stakeholders have their own respective perspectives or policy frames to highlight a specific aspect of the policy because they differ in value system, preferences, knowledge, and experiences. To identify the correspondence and difference of policy frames, this study carried out a text network analysis on texts containing policy claims of stakeholders. Specifically, we compared policy frames among seven stakeholders, focusing on the raising cigarette prices in 2015. In order to achieve the purpose of this study, 1) we compared policy frames of stakeholders by their types, and 2) we organized a socio-cognitive network, which integrates stakeholders’ perceptions and analyzed the patterns of change before and after policy decision making. The main implications of the analysis are as follows. First, interests of stakeholders vary considerably. While expert groups(medical/health) and interest groups focused on policy goals by concentrating non-pricing regulations after raising cigarette prices, civic groups and media (conservative/progressive) focused on social side effects caused by the raising cigarette prices. Second, non-price regulations were emphasized to lower the smoking rate. Cigarette box warning, and the regulation of secondhand smoke had a high social consensus. Finally, there was no consensus between the government and stakeholders regarding the increase in the price of cigarettes. Before the raising cigarette prices, a relatively wide range of frames including favor, opposition, and caution appeared, complicating the situation. However, the raising cigarette prices was recognized as a policy failure after the increase, in particular, the frame of the increase of the ordinary citizen tax was strong.
