Abstract

(Background and Purpose) In the context of governance, public design policy is the establishment of policies for all members of society. Conflicts among stakeholders during this process can delay policy formulation. This study presents a methodological study to examine the usefulness of text network analysis for understanding the complex semantic structures that arise in policy meetings within the public design field. It focuses on identifying points of consensus and conflict by discerning shared meanings through linguistic relationships. Accordingly, the study aims to provide empirical data to support mediation and coordination in the policy-making process. (Methodology) This study utilizes text network analysis to examine opinion alignment and conflict dynamics between the executive body and the committee in meetings related to the public design field. The study aims to compare the perspectives of the two groups and to identify the key viewpoints expressed by each. To this end, the structural characteristics of both the overall and group-specific networks were analyzed and interpreted using visualized sociograms. (Results) The results revealed clear structural and thematic differences between the sociograms and network configurations of the executive body and the committee. Through this, it was identified that the executive body’s discourse was marked by an emphasis on design performance and direction, resembling an idealized report. A point of conflict was also identified: while the executive body presented ideal design plans and directions, the committee critically addressed practical constraints such as existing regulations and ordinances. An analysis of core meaning-forming terms within the network communities revealed that the executive body’s discourse focused on “visible design”—that is, elements of design that are implemented and planned. In contrast, the committee emphasized the importance of foundational processes—referred to as the “pre-visible” stages—such as planning, maintenance, and management, highlighting a critical point of divergence. (Conclusion) Text network analysis proved effective in identifying the opinions and underlying conflicts between the two groups during policy meetings in the public design domain. The analysis conducted here suggests that text network analysis is a valuable tool for supporting policy and design decision-making processes in public design contexts involving multiple stakeholders. This opens avenues for future research, including more granular analyses within the public design field, speaker-level discourse analysis, and comparative studies incorporating interview data from citizen groups—the actual end-users of public designs.
