문화재보수정비 이해관계자 정책문제 비교연구: 숭례문 복원사례를 중심으로

본 연구는 문화재 보수정비의 핵심적 정책문제를 규명하는 탐색적 연구로서, 숭례문 부실복원과정에서 나타난 정책문제를 이해관계자별로 비교분석하여 주요 문제를 제시하고, 일선관료들의 입장과 비교함으로써 이 문제들이 숭례문 사례의 특수한 문제인지, 문화재보수정책에서의 일반적 문제인지를 살펴보았다. 나아가, 주요문제들 간 관계 분석을 통해 어떻게 숭례문 부실복원이 발생되게 되었는지를 파악하였다. 분석결과 주요 문제는 문화재 보수업계의 비리와 지나치게 짧은 보수기간 설정에 있었고, 그 외에도 전통기법 부족, 문화재청의 관리감독 부실, 이해관계자 간 소통 부족, 문화재 가치인식 부족 등이 나타났다. 다만, 보수기간의 경우, 숭례문 사례에서는 정치적 영향이 주요한 원인이었지만, 일반 문화재보수정책에서는 문화재 특수성 문제라는 점에서 차이가 있었고, 문화재 가치인식 부족 문제는 일반 문화재보수정책에서 숨어있던 문제로 숭례문 사건을 계기로 사회적으로 부상하게 됨을 알 수 있었다. 이에 따른 정책함의로서 문화재에 대해 지속적으로 사회적 관심을 고양시킬 수 있는 환경조성과 전통기법에 대한 중장기적 복원노력, 일원화된 관리체계 등이 필요하다고 본다.
Abstract
The purpose of this paper is to explore core policy problems about cultural property maintenance policy in Korea. Focusing on the case study of restoration on Sungnyemun, this study investigated main problems in restoring management of cultural heritages. Examining 1,787 news articles by the content analysis, 48 policy problems were discovered based on nine stakeholder's perspectives. Additional data from bureaucrats who are expertised in the cultural policy was collected in order to compare general policy problems with specific ones in the Sungnyemun case. Combining these analysis, this study presented the relations among policy problems, which enables us to understand relationships between the fundamental problems and urgent problems. The result showed that the main problems of the botched repair job at Sungnyemun were due to heritage artisan corruption and insufficient maintenance period. These problems are also proved key problems in the maintenance of general cultural policy. In addition, a hidden problem latent in Korea was the immaturity of society in recognizing the value of cultural heritage. This study finally suggests that it is time for us to make more informed perceptions regarding to the value of cultural heritages and it is necessary to establish a systemic policy design which includes R&D in traditional techniques and unification of managerial systems.
