Citizen Participations and Community Welfare: Case of Seoul Visiting Community Center and Implications

Nowadays, for interventions in local community welfare, citizen participation is required and promoted. This article aims to analyze the character of the Seoul Metropolitan City's community service center reorganization project from the perspective of citizen participation and community welfare (concept, effect, function and networking). So, this research is based on several ways of framework: public-private partnership, activation of local social welfare organizations, residential systematization. These are encouraging citizen participation for improved and enhanced community welfare. The pursuit of welfare on a local society level is necessary in order to realize tailored social welfare centred on consumers and to boost the effectiveness of welfare. This article will describe the functions of citizen participation in community organizations, the formation of residential participation, and the meaning, effect, function, network and difficulty of gaining citizen participation in local government, based on the case of community welfare in Seoul.
Abstract
