초록
Increasing democratization and decentralization of Korea has brought about a rapid growth in the number of non-governmental organizations (NGOs) present in the country as well. NGOs now actively and in a variety of ways participate in the policy-making process. Active participation by the local citizenry in the policy-making process is necessary for local administrations to address various issues of globalization and localization of governments. Citizen participation is important for local administrations to ensure sufficient support for policies implemented. The current situation of citizen participation in Korea, however, seems to be non-organization and inefficiency. An effective organization of citizen participation requires media. Local NGOs can serve as effective media for political participation. This article examines the concepts and features of NGOs, their effects, their relationship to local administrations, and the administrative control issues.
