A Qualitative Study on the Community Welfare Plan and the Experience of Citizen Participation

It's a remarkable point that the Community Welfare Plan was devised through Public-private Cooperation in the local government and performed annually. However it doesn't produce actual results due to low citizen participation in the Community Welfare Plan. Thus the present study interviewed various experts who participated to devising, performing, and evaluating of the Community Welfare Plan and analysed themes about the reality of performed experience as to the citizen participation. The key subjects that were found from their experience were 'be unfamiliar to citizens', 'do not catch citizens who in the chain with daily life', 'sorrow due to an empty pocket' , 'hand to work is far from enough', 'feel dejected because of empty peas', 'be stunned as they only care their family', 'be nothing but a sigh due to ending in a deadlock', 'be encouraged by people who have interest', 'pay attention due to fresh attempts', 'awake through the training', 'gain hearts of citizens because of sensitive responses', and 'stand upright due to watchful eyes'.
