우크라이나 전쟁 이후 서방의 금융제재에 대한 러시아의 대응 금융제재 조치와 대외 금융협력 정책 연구

A Study on Russia’s Financial Policy Response to Western Financial Sanctions and External Financial Cooperation

초록

2022년 러시아의 우크라이나 침공 직후 서방은 러시아에 대한 금융제재를 실시하며, 국제금융시장에서의 고립을 추진했다. 해외 금융기관에 예치된 러시아 중앙은행의 외환보유액이 동결되었으며, 러시아 주요 금융기관의 해외에서의 활동이 중단되었고, SWIFT에서 러시아 금융기관들은 배제되었다. 러시아는 대러 제재 참여국들을 ‘비우호국’으로 규정하고 대응 금융제재를 실시했다. 이와 동시에 러시아 정부는 금융시장의 안정을 위해 강력한 외환통제 정책을실시했다. 러시아 금융시장은 2022년 2월 전쟁 직후 큰 혼란을 겪었으나, 점진적으로 안정되었다. 한편, 국제금융사회에서의 고립을 탈피하기 위해 러시아는 국내외에서 탈달러화정책, 새로운 국제결제망 구축, 러시아가 주요국으로 참여하고 있는 브릭스 및 SCO, EAEU 등과의 금융협력, 대러 제재에 참여하지 않고 있는 중국, 인도, UAE 등 국가들과의 금융협력을 추진하고 있다. 그러나 탈달러화를 제외하고 새로운 국제결제망이나 대외금융협력 체제 구축은 서방의 금융제재의 영향, 러시아와 협력하는 국가나 기구들의 세계 금융시장에서의 미미한 영향력으로 인해 뚜렷한 성과를 거두고있지는 못하다. 러시아의 최대 경제협력상대국인 중국과의 금융협력은 다양한 분야에서 추진되고 있다. 특히 러시아의 탈달러화 정책은 중국과의 협력에서 성과를 거두고 있다.

Abstract

The purpose of this study is to analyze and evaluate the Russia’s financial measures in response to sanctions and international financial cooperation. After Russia’s invasion of Ukraine in 2022, the Western countries enforces financial sanctions against Russia, pushing for isolation from the international financial market. The foreign exchange reserves of the Central Bank of Russia held in foreign financial institutions were frozen, and the activities of major Russian financial institutions abroad were suspended. Russian financial institutions were also excluded from SWIFT, a global financial settlement network. In this situation, Russia defined the countries participating in the sanctions against Russia as “unfriendly countries” and implemented financial sanctions in response. The Russian financial market experienced turmoil from western financial sanctions, but gradually stabilized following Russia’s countermeasures. Russia’s economic growth rate in 2022 also showed a relatively small decline, contrary to the forecasts of international financial institutions. This gradual economic stability and financial market stability influenced by the Russian government’s financial policies in response to sanctions along with relatively high international oil prices. In international financial cooperation, the Russian government seeks to overcome isolation in the international financial market and promote financial market stability by cooperating with countries such as China, India, UAE, which are not participating in sanctions against Russia. But with the exception of dedollarization, the establishment of a new international payment network and external financial cooperation system has not been able to achieve significant results due to the large influence of Western financial sanctions and the insignificant influence of countries or organizations cooperating with Russia on the global financial market. However, financial cooperation with China, Russia’s largest partner for economic cooperation, is being pursued in various fields. The Chinese yuan’s share in the composition of the Russian Central Bank’s foreign exchange reserves is rapidly increasing. At the same time, cooperation with the BRICS, the Shanghai Cooperation Organization (SCO), and the Eurasian Economic Union (EAEU) is being pursued.
