(European Year of Disabled People)로 정하고, ‘EU 장애행동계획 2003-2010’(EU Disability Action Plan: DAP) 2003-2010)을 수립했다. (European Disability Strategy(EDS) 2010-2020: A Renewed Commitment to a Barrier-Free Europe)를 채택하여 실시하고 있다.
Abstract
The population of 27 Member States of the EU is about 500 million. According to statistics, people with disabilities constitute about 15.7% of labor activity of the population of the entire EU. If we look at the employment rate of people with disabilities, about 50%f of people with disabilities have occupational activities. This level of the ratio is not so low compared to the 68% of non-disabled. But today, even though they are not classified as disabled, the similar disability has been surging due to the age. The EU has diverse legislations and policies for people with disabilities. But the EU as a regional community reveals some problems in the process of being carried out by domestic policies. And then the policies conducted by each Member State different from the level of protection to the disabled. In order to solve these problems, the EU prepares the uniform guidelines or criteria by the directives and measures. For example, the EU established the 'European Year of Disabled People' in 2003 and the 'EU Disability Action Plan'(DAP) 2003-2010. In present, the EU adopted the “European Disability Strategy(EDS) 2010-2020: A Renewed Commitment to a Barrier-Free Europe” by considering the problems and its operating experience of the DAP 2003-2010.
