장애인 고용 현황 비교를 통한 한국과 스웨덴의 정책 고찰

초록

본 연구의 목적은 한국과 스웨덴의 장애인 고용현황, 관련 정책과 서비스를 비교하여 살펴봄으로써 국내 장애인 고용정책의 대안을 모색하는 것이다. 스웨덴의 분석자료는 유럽 장애 전문가 학술 네트워크의 보고서와 스웨덴 고용노동센터의 발간물을 참고하였으며, 한국자료는 장애인고용공단 고용개발원의 발간보고서와 통계청의 경제활동인구조사 자료, 그리고 한국보건사회연구원의 2014년 장애인실태조사 원자료를 분석하였다. 비교 결과 스웨덴 고용률의 성별간 균형, 스웨덴의 저연령층의 높은 고용률, 장애인 고용서비스의 공급과 이용 규모, 청년층에 대한 고려와 정책적 지향, 한국 장애인 고용률의 성별 불균형 등이 두드러졌다. 본 연구에서는 이를 토대로 장애인의 고용률에 영향을 미치는 사회정책 뿐 아니라 사회 문화적 맥락의 중요성을 제시하였다.

Abstract

This study aims to seek the alternative disability employment policy of South Korea by comparing the employment rate and related services for people with disabilities of South Korea and Sweden. As a research data, the Swedish and EU statistics revealed in the Academic Network of European Disability experts’ paper and the Arbetsförmedlingen’s annual report were used. Data provided by Employment Development Institute or Korean Statistical Information Service were used as South Korean data, and the raw data of National Survey of the People with Disabilities 2014 was analyzed as well. The results demonstrated that the gender-balanced employment rate, the high employment rate in younger people in Sweden, while considerable gender imbalance in the employment rate of South Korea. Also, the aim at equality in Swedish disability policy could be found. Based on these findings, this study suggested the importance of cultural context as well as the economic structure and social policies which influence the employment rate of people with disabilities.
