Abstract

Ireland had been underdeveloped economy located in European peripheries, but its economic development was remarkable after its economic reform in mid 1980s. Irish economic miracle, based on foreign direct investment (FDI) and export orientation, attracted much attention from outside and Ireland was qualified as Celtic Tiger in late 1990s. While the volume of inward FDI fell in early 2000s and irish export sectors started to lose its competitiveness, its property market overheated and financial sectors provided upward momentum for domestic demand. This allowed to Irish economy to continue to have relative high economic growth rate in 2000s. However, the bankruptcy of Lehman Brothers in US and subsequently, the global financial crisis imposed unprecedented impact to Irish economy. Property bubble collapsed and financial market faced turmoil, which put Irish economy into the a severe recession. Irish government was obliged to inject huge amount of public funds to unhealthy banks to rescue them and as a result, public finance was worsened to an unsustainable level. Finally, the Irish government requested to bail-out to the IMF and Eurozone in November 2010. Since its bail-out, the Irish government has carried out reforms to improve its economic model into three directions; fiscal consolidation, restructuring banking sectors and improving export competitiveness. The Irish responses to the crisis are particular in two aspects. First, the government did not rely on fiscal stimulus of Keynesian style, but intentionally put a priority to the fiscal consolidation. Second, despite possible negative impact on domestic demand, the government has tried to reduce labor cost and enhance flexibility in labor market. By these responses, the government intended to reinvigorate Celtic Tiger model based on export-led growth. The Irish case provides many implications to studies on economic models and growth policy, because it shows both opportunities and threats in globalization era and it has both aspects of success and failure. Irish experiences suggest that it is crucial to maintain export competitiveness for open and small economies and to have good quality of governance in order to face external challenges.
