이 논문에서는 지방분권 시행 이전과 이후 기간을 구분하여 공공자본의 생산성과 공간적 배분 효율성을 분석하여 비교함으로써 분권이 지역경제성장에 미친 영향에 관한 함의를 도출한다. 지방분권의 실시와 함께 균형발전에 대한 정치적, 사회적 요구가 높아지면서 공공자본의 배분 측면에서는 오히려 효율성의 손실이 나타나고 그 결과 경제성장에 부정적인 영향을 미쳤을 가능성을 검토한다. 지역생산함수 추정의 결과 지방분권 시행 이후에 공공자본은 민간자본에 비해 과잉 공급되는 가운데 공간적 배분 상의 효율성은 꾸준히 악화된 것으로 나타난다. 또한 지방분권의 시행 이후 정부의 공공투자 정책의 기준이 효율성에서 형평성으로 전환된 것으로 나타난다. 지방분권 시행 이후에 균형발전이 오히려 강조되어 공공자본 배분 상의 비효율이 높아졌다는 점은 경제성장에 부정적인 영향을 초래하였을 가능성을 시사한다.
Abstract
This paper studies the effect of decentralization on regional economic growth in Korea by analyzing the productivity and spatial allocational efficiency of public capital before and after the adoption of decentralized system. Based on the fact that both political and social requirements for the balanced development has been elevated since the beginning of decentralization system in the mid 1990s, one might suspect that there has been efficiency loss in the public capital allocation. Through the estimation of regional production function, we find the evidence that public capital has been over-provided after the mid 1990s while the distortion in the spatial allocation of public capital was aggravated comparing with the earlier period. We also find the evidence that the principle of the public investment policy turned from efficiency toward equity since the mid 1990s. These results show that with regard to the public investment policy, the adoption of decentralized system would affect negatively to the regional economic growth in Korea.
