목민심서에 나타난 정약용의 민의수렴과 그 방안들

이 논문은 다산의 저술을 통해서 오늘날 우리 정부가 국민의 의견을 수렴하고 이를 행정에 반영하는데 도움이 되는 내용들을 찾고 있다. 오늘날 민의수렴 방법들이 당시의 방법들 보다 발전된 형태를 띠고 있지만 다산이 제시한 위민정신은 오늘날 행정에 종사하는 사람에게 귀감이 된다. 다산은 목민관(또는 관료)들에게 다음과 같이 말하고 있다. 첫째, 다산이 강조하는 백성을 아끼고 사랑하는 목민관의 자세는 오늘날 행정부의 공무원들이 항상 명심해야 할 자세이다. 단순히 기술관료가 아닌, 국민을 진정으로 위하고 이들의 어려움을 살피는 자세는 국가업무를 수행하는 사람의 기본이 되어야 할덕목이다. 둘째, 당시 백성들은 정치와 행정에서 큰 소리를 내지 못하는 사회적 약자의 위치에 있었다. 목민관은 사회적 약자들이 자신들의 의견을 나타낼 수 있는 분위기를 만들어야 한다. 셋째, 다산의 제도적 결함을 보완하려는 노력은 오늘날 공무원들에게 받아들여져야 할 자세이다. 특히 오늘날복잡하게 짜인 법률체계 속에서 불합리한 제도를 개선하기 위해서는 다산이쏟은 노력이 필수적이다.
Abstract
This article learns from the readings of Dasan Jung-Yakyong ideals and ways to reflect the public opinion and promote their participation. Although the current means are far more advanced than the ones Dasan lived in, his work still offers a great deal of lesson to us. First, Dasan emphasizes the sincere attitude of civil servants to respect the public and eliminate the public burden. Second, civil servants must look after the socially-disadvantaged and find ways to achieve social integration. Third, civil servants look to reform and improve the old, bad rules and regulation to better serve the public.
