중국은 2022년 11월 초부터 동태적 제로 코로나 정책을 완화하더니, 급기야 12월 26일에는 그것을 공식 폐기했다. 중국이 왜 갑자기 제로 코로나 정책을 폐기했는지에 대해서는 두 가지 다른 주장이 제기되었다. 하나는 ‘백지 시위 주도론’이고, 다른 하나는 ‘정부 주도론’이다. 이 논문은 후자의 관점에서 중국이 왜 제로 코로나 정책을 갑자기 폐기하고 대신 코로나와의 동행 정책을 실행했는가를 분석한다. 먼저, 중국의 동태적 제로 코로나 정책의 내용과 특징, 성과와 문제점에 대해 살펴볼 것이다. 다음으로 공산당 20차 당대회 이후 나타난 방역 정책의 변화를 분석할 것이다. 이때에는 ‘백지 시위’도 검토할 것이다. 결론에서는 급속한 방역 정책의 변화가 갖는 정치적 함의를 살펴볼 것이다. .
Abstract
China officially scrapped its dynamic zero-Covid policy on December 26, 2022, after having gradually mitigated the strict control of Covid-19 since the 20th Party Congress of the CCP. Two different arguments are put forward to regarding why China so quickly scrapped its zero-Covid policy. One is the theory of blank-sheet protest, and the other is the theory of government initiative. From the latter point of view, this paper analyzes why China abruptly abandoned the zero-Covid policy and implemented a with-Covid in late December, 2022. First, we will examine the contents, characteristics, achievements, and problems of China's dynamic zero-Covid policy. Next, we will analyze the changes in quarantine policies that have occurred since the 20th Party Congress of the CCP. At this time, the blank sheet protest will also be reviewed. In the conclusion, we will look at the political implications of the rapid change in quarantine policies.
