이 연구는 다인종 사회에서 문화 다양성으로 인하여 발생하는 갈등 해소와 사회통합에 다문화주의에 입각한 언어정책이 큰 공헌을 할 수 있다는 가정 하에서 다중언어정책의 필요성과 그 시사점을 살펴보는 것이 목적이다. 이를 위해 첫째, 이론적 논의로 인종･문화 다양성의 형성 요인, 인종(민족)집단 형성에서 언어의 역할, 다중언어정책의 유형과 본질적 특성을 조사한다. 둘째, 다중언어정책을 채택하는 국가(EU, 스위스, 캐나다, 키르기스스탄)들의 사례를 살펴본다. 셋째, 외국사례 분석을 통하여 다인종･다문화 사회로 변화하는 사회의 다중언어정책의 시사점을 논의한다. 다중언어정책의 필요성을 다음과 같은 7가지 차원에서 논의한다. 소수언어 보호의 국제조항 준수, 소수인종의 정체성 보호를 위한 분리된 영역의 인정, 소수언어의 법제도적 보호와 국가의 책임, 인종집단에서 시민사회 구성원으로의 전환, 사회통합의 기반, 국가 경쟁력 향상을 위한 언어 자본, 그리고 연계언어로서 공식언어 교육 강화 등이다.
Abstract
Based on the assumption that language policy based on multiculturalism can contribute a great deal to the resolution of conflicts that can occur due to ethnic and cultural diversity, this paper seeks to examine the need for multi-language policy and the implications for the changing environment toward a multicultural society. For this purpose, first it covers the relevant theory that identifies underlying factors of ethnic and cultural diversity and the role of language in identifying ethnic groups, and the fundamental characteristics and types of multi-language policies. Second, it analyzes four cases of multi-language policy adoption: the EU, Switzerland, Canada, and Kyrgyzstan. Third, based on the case study analysis, it discusses the necessity of multi-language policy and the implications for our society which is undergoing a transformation into a multi-racial and multicultural society. In short, this research proposes the need for multi-language policy in the following seven dimensions: compliance with international provisions to protect minority languages; the recognition of a separate area for the protection of minority identity; the state's role in the establishment of legal and institutional protection of minority languages; smooth transition of ethnic group members into civil society; the groundwork for social integration; language capital for improving national and individual competitiveness; and the strengthening of education for formal language as linkage language.
